EXECUTIVE SUMMARY
Training World Inc recommends Central Dallas Medical Center (CDMC)
participate in a three day training program for the implementation of a new safety plan
regarding an active shooter in your facility. CMDC participated in an Active Shooter
training program in 2018 that used techniques such as the Run, Hide, and Fight
Method. However, new developments and safety measures have been created. When
employees of CMDC were asked what steps should be taken in an active shooter
situation, most were uncomfortable and unsure of protocol.
Our department’s analysis of this problem revealed that the new Active
Shooter Training would adequately prepare your staff in procedures for safety in an
active shooter situation. Problems with the current training and protocol are as
follows:
1. Safety of your staff and patients is compromised due to lack of proper
knowledge of protocol.
2. Prior safety methods used in an active shooter situation have been
updated, therefore your staff and your patients are at unnecessary risk.
Due to the problems, Training Inc has evaluated two updated solutions:
1. Attend a three day training program at a cost of $3000 per individual that
would reinforce and reiterate updated safety procedures.
2. Replace all doors and windows with bullet proof glass and install
added safety measures at all entrances for a total cost of $300,000.
We recommend the first option because the training course will appropriately train
your employees on the best procedures to keep everyone safe in an active shooter
situation for the least cost. Though the doors and windows do add extra protection, the
cost is not justified when our training program would address all areas of concern.

INTRODUCTION
In this proposal, I will briefly describe the importance of a plan for when there
is an active shooter in your facility, as well as address a three day training program
equipped to provide your employees with the information and skills they will need to
react appropriately in an active shooter situation. Costs associated with the training
program as well as the cost of implementing further procedures will also be addressed
in this proposal.
Statistics
According to the FBI, there were 61 shootings designated as active shootings
in the United States in 2021, with the FBI defining an active shooter as one or more
individuals actively engaged in killing or attempting to kill people in a populated area.
This number has increased 96.8% since 2017 and is a 52.5% increase since just 2020,
posing an upward trend in the United States.
In 2019, two of the 28 active shooting events took place in health care
facilities (American Hospital Association, 2023). The Central Dallas Medical Center,
along with other healthcare facilities, have unique challenges when faced with an
active shooting situation, among those being the presence of hazardous materials,
restricted access areas, large open facilities and a vulnerable patient population.
Health care facilities, such as yours, are then faced with the challenge of helping
victims and survivors of the incident directly after it has occurred and throughout
many roads to recovery.

PROBLEM
The problem CDMC is facing is that their employees and patients are at a
considerably higher risk of danger in the event of an active shooter because
employees are uncomfortable or lack the necessary knowledge of protocol with the
current active shooter policy. There is also an increased level of danger because
current policies are from 2018. There are new and improved procedures that would
alleviate danger and better prepare yourself and your employees on how to act and
protect your patients in the event of an active shooter.

OBJECTIVES
The objectives of the three day training program for CDMC are as follows:
Ensuring all employees are comfortable and aware of protocol by reinforcing
and reiterating procedures for when an active shooter is present.
Safety Plans
Run, Hide, and Fight Method
Avoid, Deny, Defend Method
The 4 A’s Active Shooter Response Method
To teach warning signs of potential active shooters.
To teach techniques for identifying an active shooter.
Proper allocation of resources as necessary.
SOLUTIONS
According to the Cyberstructure & Infrastructure Security Agency, most active
shooter situations are over within 10 to 15 minutes, so the importance of proper active

shooter training can not be understated. Training World Inc is prepared to offer the
employees of CDMC a three day training program that varies from a classroom based
perspective to interactive simulations that will ensure all proper techniques and
procedures are learned, considered, and stored. This opportunity also allocates time
for discussion and one on one training, further allowing your employees to familiarize
themselves with the necessary procedures as well as to express any areas where there
may be confusion.
METHODS
Training World Inc will provide the employees of CDMC with a classroom
based learning center where they will rediscover prior procedures and learn the
updated, proper procedures that should be taken before entering into a simulated
environment, where they will have the opportunity to apply learned techniques and
procedures in an interactive simulation of an active shooter situation. Along with the
classroom based and interactive simulation, one on one training and discussions are
utilized to ensure comfortableness with the procedures.

Daily schedules for the three day training program proceed as follows:
8am-8:45am: Breakfast in Dining Hall
8:45am-11:45am: Classroom Learning/Interactive Simulation*
11:45am-12:00pm: Clean up
12:00pm-1:00pm: Lunch in the Dining Hall
1:00pm-5pm: Classroom Learning/Interactive Simulation*

Qualifications
All instructors through Training World Inc are certified through a 2 day, 7 module
course through A.L.I.V.E., which intensively covers all procedures and protocol for

With the number of active shooter situations on a gradual increase, it is
necessary for employees, especially those in the healthcare field, like at CDMC, to be
aware of all safety procedures and protocol for active shooter situations. The
importance of this training can not be understated as the safety of CDMC employees
and patients are at risk without proper training and knowledge. The three day training
provided by Training World Inc will provide CDMC employees with all necessary
training to feel adequately prepared in the event of an active shooter.
