Abstract
The purpose of this paper is to develop a cohesive risk management plan for an early childhood
education (ECE) center integrating risk management techniques with the inherent conceptual risk
of people, spiritual risk, and strategic leadership theory at the organizational level. Peer-reviewed
literature and the course texts provide the framework for defining strategic leadership, potential
risk categories such as political, physical, internal, and external threats using evaluation theory to
guide practice and the conceptual framework of risk theory-policy-practice methods. This paper
explores the potential contributions of the integration of various risk types that exist in the
organizational process with strategic leadership to support a coordinated risk management plan.
The author discusses the integration of standardized management systems, how risk assessment
tools inform policy formation, and the impact of categorizing risk management as a component
of strategic leadership through a biblical worldview. The importance of determining issues
