The Law is: raising the tobacco purchase age to 21 years-old to prevent teens from starting tobacco use.
 

Why? raising the tobacco purchase age to 21 years prevents teen tobacco use because those 21 and over are unlikely to be hanging out with teens under 18, which would reduce the teens’ access to tobacco. Also, retailers are less likely to have difficulty telling if buyers are underage, so illegal sales are reduced.
