In order to more fully understand the origin and history of this treaty, please read: Sims, N. A. (2011).  A simple treaty, a complex fulfillment:  A short history of the Biological Weapons Convention Review Conferences (Webliography, and below), and Koblentz Living Weapons – Verification, pages 53 - 63 found in eReserves (and below) and then carefully consider the following:

  • In your mind, what prompted the founding and origin of the BWC?  Who’s idea was it and why?  What are the primary differences between the BWC and the 1925 Geneva Protocol? Are there any differences you can point to between the nuclear Nonproliferation Treaty or the Chemical Weapons Convention with the BWC?  Explain these differences clearly and with evidence in hand to support your rational to your colleagues.
  • Sims and Koblentz provide a primer on the BWC and discuss the evolution and the main features of the six BWC review conferences beginning with the first in 1980 and the sixth in 2006.
  • Provide an easily understandable timeline that contain significant milestones that was achieved from each conference from 1980 to 2006 and today...
  • Do some research: In one or two succinct paragraphs, discuss the last review conference that concluded in Geneva, Switzerland.  What were the teachable moments that transpired in this conference?  What decisions and/or gains were made compared to the other review conferences?  What was not achieved?  Were there any surprises that you found?  
  • How many member nations to the BWC exist today?  Signatories?  What are the differences between the two in your own words?
