Provide an implementation plan for your policy recommendation (2 pages). The implementation plan will identify the necessary legislation, regulation, and policy changes needed. It should include a recommended time line (1 page) and a press statement (1 page). The recommendation should include the following:

• Provide executive-level recommendations
  • 1-page executive summary that presents the issues and provides the recommended course of action to the governor
• Suggest clear, specific proposals for policy implementation: who should do what by when
  • An implementation plan for the policy, highlighting the actions required by the different branches of government
• Present evidence to support recommendations and monitor implementation
• Communicate the results: reports, briefings, executive summary
  • A recommended press release that the governor would use to announce the policy
