HR is a function within the organization that tries to match the demand against the
available supply of people with who an organization can engage with in order to achieve its goals
and objectives. Although the organization can formulate strategies through which they are able to
survive within their environment, HR function plays a great since it tasked with responsibility of
identify and engaging the right people with whom the organization can utilize their skill and
experience so as to achieve the desired the expected objective Caruth et al (2009).
Therefore, it important to recognize the role of HR in an organization where it has to
perform eight specific tasks for purposes of this are talent which is the people working for an
organization. In fact it has been argued in several books by scholars that though technology has
significant contribution towards business success, it can be imitated by other competitors.
However, human beings possess unique skills and abilities which not even one organization can
be able to counterfeit.
Productivity is what every organization desires to achieve and this is influenced by
resources such as human and capital. This means that the HR unit has to perform it expected
responsibilities correctly so that all the plans formulated are well implemented. In connection to
the 8 basic functions of HR which have to conducted together since they are interrelated include
policy formulation, training and development, recruitment, HR forecasting, motivation,
development of personnel within the organization and collection of information.
It’s through these activities HR is termed as part of the integral plan within an entity.
Therefore, it is an approach of the organization where HR is viewed as part of objectives and
strategies of the organization since it focuses towards ensuring that vision, mission and
objectives of the organization can be achieved. Additionally, HR is supposed to ensure that there

is good relationship between people and organization for purposes of achieving the formulated
strategies.
The 8 steps of staffing
There are 8 steps which are taken into consideration under staffing. Lawler & Boudreau (2012)
have identified these steps as listed below
1. Determination of manpower requirement - This is the first step of staffing and it involves
the HR determining the required manpower in order to meet the organizations demand.
Opportunities within the organization are identified and then the HR tries to link such
opportunities with the supply of labor available in the market. This is very vital since it
can help an organization to minimize its expenditure by having the correct number of
people who can manage it operations.
2. Recruitment- This stage involves identification of job vacancies within the company,
determining job description information and the required qualifications so that the
organization can be able to advertise with an aim of getting the right person for the job.
Recruitment can be done either internally or externally depending on what the
organization intends to achieve in the long run. For instance internal recruitment could be
done where the organization intends to create a new department.
3. Selection- Selection is all about screening all the applicants so that the most suitable
persons for a job are identified. Normally, the candidates with the right requirements are
considered. This process consumes time since the HR aims at identifying a person with
whom it can link the organization with.
4. Orientation and placement- Once screening has been completed and the right people
identified orientation and placement the takes place. Orientation involves familiarizing

the new people with the activities of the organization. It is important since it makes them
to understand the basic routines of the organization. Placement involve placement of a
person to his designated working place.
5. Training and development- With an intention to help employees develop and grow,
training is also conducted. Training can be done either within the organization or by
referring employees to external institutions. Normally training needs are identified from
the scope of job being done. Development helps examine the trained employees if they
are able to apply that knowledge practically as intended by the organization.
6. Remuneration-These are parts of incentives provided to employees in the process of
engagement with the organization. Remuneration provided between the employees varies
with the nature of work and skill required for a particular job.
7. Performance evaluation-Performance evaluation is done yearly or after half a year to help
the management determine if the employees are understands their roles and
responsibilities better for goal achievement purposes. It provides a moment of interaction
between a supervisor and the employee where they get know each other better in order to
develop good working relationship.
8. Promotion and transfer- This involve giving more responsibilities to an employee on the
basis of merit evolution. Transfer could involve the physical movement of an employee
to either as branch or a unit of an organization.
Relationship between staffing process and HR planning activities
HR planning activities are concerned with towards providing simplified staffing
activities. HR plans begins with identification of the organization chart for purposes of
understanding where there are areas that need recruitment. A budget is then formulated through

which recruitment and screening activities are carried out. According to Lawler & Boudreau
(2012), evaluation of plan happens where HR conducts performance evaluation to determine if
the employees are working towards making the organization achieve its set objectives. There are
also planning activities such as determination of where training is needed for employees. For
example plans can be formulated to enable employees attend seminars through which they are
able to gain more knowledge. For purposes of good management, the HR also develops policies
and procedures that ensure employees are able to maintain the desired level of discipline within
the organization.
Link between HR planning and Organization Strategies
HR planning focus towards evaluation, acquisition, utilization and retention of correct
people within the organization. It ensures that there is optimum utilization of people who are
linked with organization. Organization strategies act as a safe net in the organization since they
help in overcoming of any possible challenges that can prevent an organization from thriving.
There are myriad of challenges that are faced in the process of HR planning just like in the case
of formulating organization strategies. For instance employees resistance to change and lack of
accuracy in the matching of demand and supply of labor.
The development of HR plans originates from the strategy of the company which
basically identifies, develop and retain the right people who can execute the activities supposed
to meet the objectives formulated. The appropriate approach involves identification of people
with the relevant knowledge, skills and attitude that can help elevate the performance of an
organization. The desired end state of a company depends with the people who are identified to
perform various tasks. In fact those organizations that manage to have the right personnel are

able to remain competitive in the market while delivering quality service to the customers in the
market Caruth et al (2009).
