Course Description
This course provides an in-depth review of the concepts of emergency management work. The
operational aspects are discussed in relation to the skills needed to do emergency management
work, as well as the analytical and critical thinking skills needed for incident command work.
Emphasis is placed on the use of technologies, enhanced leadership skills, and the challenges of
communications in disaster work.

Per the course text, the federal, state, and local governments of a disaster-stricken area must work
together to respond and recover. The federal government may declare a federal disaster and
provide federal assistance to the area if certain requirements are met.
Read the following two (2) FEMA resources:
National Disaster Recovery Framework [PDF].
Stafford Act.
Read page 29, Section 401: Procedure for Declaration (42 U.S.C. 5170).
Write a 3–5 page paper in which you:
Specify the nature of the interrelationships between the federal, state, and local government,
the private sector, and nongovernmental organizations as outlined in the five (5) preparedness
mission areas in the National Disaster Recovery Framework and in Chapter 1 of your
textbook.
Refer to your activity from Week 2 in which you outlined the nature of the
interrelationships between the federal, state, and local governments, the private sector,

Analyze the specific requirements that the government must meet in order to declare a federal

food or medical attention.
2. A tornado touched down in a midwestern U.S. city, destroying the entire city, including four (4)

1. A hurricane has hit the southeast U.S. Gulf coast, leaving over 500,000 people homeless, without
food or medical attention.
2. A tornado touched down in a midwestern U.S. city, destroying the entire city, including four (4)
major hospitals and the police department/emergency services dispatch center.
Refer to the National Response Framework: Emergency Support Functions (click the different
Support Functions), and the National Disaster Recovery Framework’s Recovery Support Functions.
Write a 3–5 page paper in which you:
Explain the main difficulties (e.g., the ability to utilize federally funded relief, the problems
associated with the infrastructure of the community struck with the disaster, et cetera) that
