There are several approaches to completing various activities that will lead to the desired
solution(s) that a group, agency, or organization through strategic planning. The planning
process as a whole is a methodical technique that frequently leads to the creation of important
decisions and endeavors that can define and direct an organization's raison d'être. The phases and
requirements of the strategic planning process need to be carried out in a precise and effective
manner for the process as a whole to be beneficial to an organization. In the process of planning,
one of the most important steps is to determine the strategic obstacles that an organization or
other entity must overcome. Within an organization, strategic problems raise "basic policy
concerns or challenges influencing an organization's mandates, mission and values, product or
service level and mix, customers or users, cost, finance, organization, or management" (Bryson,
2011).
