Purpose of maintaining an enterprise MPI - An enterprise Master Patient Index (MPI) is a
database that is used for maintaining consistent and accurate information relating to the patients
who have been registered in a healthcare entity. It serves as a useful tool that helps to eliminate
errors, improve the integrity of patient data, and mitigate the risks associated with the duplication
of patient records. It influences how data is stored and used by healthcare entities while
delivering care to patients.
Standards governing EMPIs and their purpose – A number of standards have been introduced
for governing the Enterprise Master Patient Index, such as:
HIPAA Security Rule - The purpose of the Health Insurance Portability and Accountability
Security Rule is to safeguard the confidentiality, availability, and integrity of the electronically
saved health information.
HIPAA Privacy Rule -The purpose of the standard is to protect the medical records of patients so
that sensitive health-related information will not be disclosed to any unauthorized parties.
Direct Standard – The purpose is to make sure that authentic and encrypted health information is
sent by participants to known and trusted recipients over the internet (HIMSS, 2021).
Medicare Access and CHIP Reauthorization Act – It has been introduced to change how
Medicare rewards clinicians for the value that they create (Macra: MIPS & apms. CMS, 2021).
Quality elements of an EMPI – The quality of data that is captured in an EMPI plays a key role
in influencing its optimum use in the healthcare setting. The unique healthcare identifier (UHI) is
used for connecting healthcare data within a state/province, jurisdiction, or nation. It is
considered to be an important quality element as it helps to accurately capture patient information
and ensures that the identifier has data quality provisions that help to address errors. Furthermore,
it can also be secured for supporting privacy concerns in the healthcare setting (Lippi et al., 2017,

p. 4). The unique citizen identifier (UCI) might be issued to citizens in certain jurisdictions at the
time of birth. This identifier could be used in EMPIs to support diverse aspects of health, social
services, and other public health services (Lippi et al., 2017).
Benefits of maintaining an accurate EMPI – The accurate maintenance of the Enterprise
Master Patient Index is considered to e highly beneficial as it can ensure that the data relating to
every patient is kept in a well-organized way and the issues relating to errors and duplications are
effectively managed. The high level of accuracy can influence the quality of services that
healthcare facilities deliver to their patients (Lippi et al., 2017).
Data elements included in an MPI – The data elements of a Master Patient Index include
patient information, including their name, gender, date of birth, race, place of residence, phone
number, email address, and Social Security Number. The proper capturing of these details is
considered to be of paramount importance in an MPI as it ensures that a clear and comprehensive
view relating to each and every patient is captured.
Purpose of maintaining an enterprise-wide MPI – The fundamental purpose of maintaining an
enterprise-wide MPI is to ensure that a comprehensive record of patient information is in place
for a health care entity. By maintaining data at such a holistic level, it is possible to address issues
relating to duplication of patient information and errors.
Methods to prevent duplicate entries – A care coordinated model could be introduced to
prevent duplicate entries and records in the system. Similarly, the introduction of patient
matching technology could help to reduce the instances of duplicate patient records (Lee, 2016).
Relation of data mining with a data dictionary and/or MPI – Data mining is related to data
dictionary as the latter encompasses definitions for various fields that are used in mining models.

healthcare setting.
