Scenario
You’ve just transferred to the LAPD (Los Angeles Police Department). Your supervisor would
like you to assess the ongoing policing issues surrounding homelessness through a community
policing lens. This complex, long-standing issue needs a more proactive, positive approach.

1. Explain the link between police legitimacy and public trust as shown in the scenario.
Answer the following questions in your explanation:
What issues of public trust arise?
No matter the ending of this interaction, one party would have been unhappy. In this
circumstance, the despondent one would be the store owner. The officer responded to
the homeless man’s presence with compassion and empathy, versus immediately
detaining him, which I conclude is the result that the business owner would have
preferred.
What can be done to address issues of public trust?
To address the issue of public trust, the LAPD can recruit assistance from local social
workers to go out to Skid Row and speak with homeless individuals and present
resources available to help them out of their current situation to help get them back on
