Administration is and has been viewed as an act of effective management in terms of a
business. It implies the most effective way to use a person, information, and other resources of
the organization. The ultimate goals being attained and corporation from individuals.
Administration can be either public or private. Public administration can involve society and
economy as these two are correlated and are constantly changing. Private administration is in
line with businesses. Public administration differs from private administration in a few important
ways such as political views, accountability, and the scope of activities.
Public Administration:
Public administration refers to the order and managing resources in order to achieve the
purposes and policies established by the government. Public administration is dependent on and
influenced by the political process. Public administration is a bureaucratic and pluralistic
approach and holds many ties with the government. The basis of such organizations can be seen
in fees, taxes, and other duties. Public administration is also accountable to the general public.
Public Administration is concerned with the application of public policies and programs
formulated by the state. Its functions are carried out by the government. Public Administration
provides services to the public for example, ensuring a good and safe life. Public administration
covers a lot of subjects just as: budgeting, planning, organizing, controlling, reporting, directing,
and staffing.
Public administration can be seen in services like welfare services, social security services,
management of government undertaking, and the regulation of private enterprises. Public
administration is considered non-political public bureaucracy that operates within a legal
framework. However, political influence can be seen withing these organizations. Public

administration deals with the objectives of the government, the public interest and laws. The
Executive, Legislative and judicial branches of government, as well as their relationship with
each other, are covered in the public administration. It works on the principles of uniformity,
external financial control, and service motive. The main components of public administration
are:

Systematic and well-planned management of the affairs of the state to achieve the purposes
established by the government.
Is a political process.
Takes place in governmental setup.
Bureaucratic approach
Pluralistic decisions
Generated from taxes, fees, duties, penalties and other dues paid by the general public.
Accountable to the general public.
Welfare oriented; it works with service motive.
Private Administration:
Private administration operates more like an enterprise and is run more like a business
having management and organization mirroring a business structure. Private Administration is
not dependent on political policy or government influences. Private administration is also more
in line with an egalitarian and monopolistic approach. Unlike public administration, private
administration is held accountable by the owners and not the public. Private Administration is

defined as management and organization of private business enterprises. Private administrative
functions are carried out by the private individuals or a group, to earn a profit. Private
administration is business like and their activity which is non-political in nature however, they
can push their opinions to sway political opinion. Private administration involves activities like
planning, organizing, controlling, coordinating and implementation of policies and programs,
performed by the management of the organization. Private administration works in just a way to
benefit the economy and organization, taking into account the interest of employees and clients
or partners as well of the concerned organization. The underlying values of Private
Administration incorporate efficiency, rationality, productivity, and profit. Efficiency is the
production and how to maximize benefits with investment of resources. Rationality is addressing
the arrangement of work in direct relationships to objectives, in other words, work procedures.
Productivity is increasing production levels as much as possible. Profit is the overall objective
for everyone within the organization. The key components of private administration are:
Private Administration
The operation, management, and organization of the affairs of the business enterprise.
Is a business activity
Operates in the structure other than the governmental setup.
Egalitarian approach
Monopolistic decisions
Profits from operating activities are the major source of revenue.
Employees are accountable to the owners
Profit oriented
Conclusion:
Public administration runs in a governmental setting and is influence by political parties,
and that is why it is also known as government administration and is directly dependent on the
social and economic system which is prevalent in society. However, private administration is a

business process, and is also referred to as business administration. Both Public and private
administration play a vital role in contributing towards the development of the society and
economy in many ways. Moreover, the measurement of performance, progress and results
thereof, can be done using different methods.
