stable remote rural workforce. Human Resources for Health, 18(1).
https://doi.org/10.1186/s12960-020-00502-x
In this article, the authors examine the various factors facilitating or hindering
recruitment and retention. The various reasons that influence a healthcare worker to stay
or leave can be impacted by social, political, or economic factors. Reasons why people
enter and leave healthcare can be numerous, but, stakeholders have proposed and
implemented interventions to act on this issue. The article states nine strategic elements
that were made into a framework grouped into three main tasks, which are plan, recruit,
retain. The authors state that this framework ensures recruitment and retention of
adequate and qualified healthcare professionals. Some examples of these strategies
include a review of target recruits, service model, and population of service needs,
community engagement, supporting team cohesion, and training on future professionals.
This article would be helpful in composing my resource management paper because it
provides extensive research on various strategies to improve recruitment and retention.

ANNOTATED BIBLIOGRAPHY
In this article, the focus is on workplace safety in healthcare. It is argued in the
article whether worker safety should be included in the patient safety movement. The
article focuses on ideas on workplace safety that emerged from patient safety and
improvement. One idea that is discussed in the article is that both the employer and
employee are responsible for workplace safety such as providing and wearing appropriate
PPE or having a safe escape plan in the event of a fire. Another idea that is mentioned in
the article is how management can maintain a safe workplace. One strategy, or process,
that is mentioned includes a process that helps to identify, prioritize, and mitigate hazards
in healthcare. This article would be helpful when writing the resource management paper
because it provides a process and strategies to maintain a safe workplace.

electronic medical RECORD comment on "FEE-FOR-SERVICE payment - an evil practice
that must be Stamped Out?". International Journal of Health Policy and
Management, 4(8), 549–551. https://doi.org/10.15171/ijhpm.2015.93
In this article, the author discusses various methods of reimbursements in
healthcare and their effectiveness. These reimbursement methods include salary, fee-for-
service, capitation, pay-for-performance, and diagnosis-based payment. The article then
goes into detail about the strengths and weaknesses of the current reimbursement methods.
Each method accounts for the quantity, complexity, and quality of care. However, it is
difficult for any single reimbursement method to adequately cover each aspect. This article
is important to include while writing the resource management paper because it describes
various types of reimbursement methods, as well as the strengths and weakness of each.

compared with cost-based payment on inpatient healthcare utilization: A systematic review
and meta-analysis. Health Policy, 124(4), 359–367.
https://doi.org/10.1016/j.healthpol.2020.01.007
In this article, diagnosis related group (DRG)- based payments are examined. The
article goes on to compare DRG based payment and cost-based payment and heir effects on
length of stay, total inpatient spending, and inpatient health utilization. It has been found
that DRG- based payments are associated with lower lengths of stay, but come with higher
readmission rates. The cost-based program that was discussed in the article was the fee-for-
service. This cost-based program was compared the DRG based payments. The study
would help to write the resource management paper because it specifically details DRGs as
well as other types of reimbursements. These elements will help to discuss financial
management of a facility or organization.
Scott, M. P. (2021, July 28). Can anything bring down the cost of healthcare in
America? Retrieved September 19, 2021.
In this article, Scott provides strategies for containing U.S healthcare costs. This
article can be useful when writing the resource management paper because it provides
strategies to decrease healthcare costs while maintaining the quality and safety of care.
These strategies can help to decrease costs in areas such as materials management. U.S
healthcare currently accounts for 17.7% of the national GDP. Policymakers have begun to
develop policies to save money and cut healthcare costs. Since so many parties, such as

healthcare reform, there has been little support and increased resistance to change. In the
article, the Affordable Care Act is discussed in great length and how adjustments to
coverage could help alleviate healthcare costs. Lastly, the article discuses targeted saving
measures such as prescription drugs, price transparency, increased consumer cost-sharing,
tackling waste and inefficiency, and metrics volume versus value. Extensive research has
begun in fear of the increasing healthcare costs and the impact they have on the GDP.

This article would be ideal to use in the resource management paper because it
discusses healthcare cost-containment policies that would important to discuss in relation
to cutting costs in aspects of healthcare such as materials management. In the article, it
states that although cost-containment is such an important piece to healthcare, there is little
research and evidence on whether cost-containment policies are effective in cutting
healthcare costs. The beginning of the article also discusses how the GDP spend on
healthcare continues to increase and has been impacted by unnecessary care, waste in
healthcare, and fraud and abuse. These factors alone have influenced policymakers to
create policies to contain healthcare costs. The cost containment policies focus on prices,
volumes, supply, demand, and market processes.
