National Response Framework
• Integrates the National Contingency Plan (NCP) and other national-level contingency plans, and initiates:
• Federal Response Plan (FRP)
• Domestic Terrorism Concept of Ops Plan
• Federal Radiological Emergency Response Plan.
• The NRF is used to prevent, prepare for, respond to, and recover from terrorist attacks, major disasters,
and other emergencies.
• The NRF can be partially or fully implemented in the context of a threat, anticipation of a significant
event, or in response to an incident requiring a coordinated Federal response.
National Incident Management System
• NIMS aims to better improve the nation’s response to emergencies. Its goal is a better system that can more
efficiently distribute resources in the event of a disaster and facilitate cooperation among diverse entities and
agencies.
• NIMS guides all levels of government, nongovernmental organizations (NGO), and the private sector to
work together to prevent, protect against, mitigate, respond to, and recover from incidents.
• A comprehensive, nationwide, systematic approach to incident management, including the command and
coordination of incidents, resource management, and information management
• A set of concepts and principles for all threats, hazard, and events across all mission areas (Prevention,
Protection, Mitigation, Response, Recovery)
• Scalable, flexible, and adaptable; used for all incidents, from day-to-day to large-scale
• Standard resource management procedures that enable coordination amongst different jurisdictions and
organizations
• Essential principles for communication and information management
Incident Command System (ICS)
•Management system designed to enable effective and efficient domestic incident management by
integrating a combination of facilities, equipment, personnel, procedures, and communications operating
within a common organizational structure.
• Structured to facilitate activities in five major functional areas: command, operations, planning,
logistics, Intelligence & Investigation, finance, and administration.
• Purpose of enabling incident managers to identify key concerns associated with the incident—often
under urgent conditions—without sacrificing attention to any component of the command system.
Homeland Security Presidential
Directives (HSPDs)
•IssuedbythePresidentonmatterspertainingtoHomelandSecurity.Threedirectives
directlyaffectEPA'sroleinthenationalemergencyresponsesystem:
•HSPD-5ManagementofDomesticIncidentsestablishesasingle,comprehensive
nationalincidentmanagementsystem(NIMS)andtheNationalResponseFramework
(NRF).EPAmustsupportandadoptboth.
•HSPD-7CriticalInfrastructureIdentification,Prioritization,andProtectionrequires
Federalagenciestocoordinatetheprotectionofcriticalinfrastructureandkey

•The Stafford Act is a 1988, U.S Federal Law, that was intended to
bring organized and efficient means of Federal natural disaster
assistance for state and local governments in carrying out their

Disaster Mitigation Act of 2000

Mitigation
The mitigation through the interdisciplinary effort of the government at all levels, public sectors,
and citizens helps reduce loss of life and property through the lessening of disaster impacts.
Effective mitigation requires all agents to understand the risks, provide hard choices, and invest in
long-term community well-being.
Preparedness
•Preparednesswithemergencymanagementshowsthatthenationis
readytorespondtocrises,disasters,andanyotheremergency.In
homelandsecurity,preparednessisthemostimportantemergency
managementcycle.Itprovidesreadinessthroughaseriesoftestsof
actionandplanbeforearealdisasterorrealactionoccurs.
Response
•Homeland security responds to risk/disaster to save lives, protect the environment and property, and meet basic needs of
community where the incident occurred.
•The National Response Plan plays a core role in homeland security by preventing terrorist attacks, reducing the
vulnerability of man-made and natural disasters, reducing damages, and assisting the community of those affected by the
disaster. In the incident of national significance, NRP provides a comprehensive and coordinated response from all
partners. Thus, NRP establishes disaster management qualities to protect and restore critical infrastructures and resources
necessary for the community. Also, it focuses on saving lives, providing health, and facilitating the recovery of
individuals and families. Moreover, NRP facilitates law enforcement to provide solution and apprehends perpetrators.
Recovery
•The recovery provides capabilities necessary to help the communities
affected by the disaster or incident. The creation of the National Disaster
Recovery Framework (NDRF) outlines the doctrine and strategy on
rebuilding the community and sustaining and coordinating the recovery core
capabilities identified preparedness goals in an integrated approach.
Conclusion
•Homelandsecurityandemergencymanagementbecomeonewhenit
comestoprotectingandrecoveringfromanaturaldisaster,terrorist
attackoranyotheremergencythatarises.Themostimportantdetail
whendealingwithanytypeofemergencyistohaveaplan.Nothavinga
plancouldbedetrimentaltoacommunityanditscitizens.Homeland
securitywillbetrustedmoreifthecitizensofthecommunityknowthat
wehaveaplaninplaceandcontinuouslyupdateourplan.Weare
continuouslytrainingonhowtoimprovetheplanalreadyinplaceand
knowinghowtoexercisetheplantoachievethetaskathand.
