I agree with you that preparedness is important phase in emergency management. You
stated that “While every phase of emergency management is important and plays a vital role to
the success of emergency management preparedness is the most important because in the event
of a disaster if agencies are not prepared for the emergencies the rest of the phases will not work
as they should.” I certainly agree. Disasters will happen and not all are preventable, but if the
preparedness phase is conducted properly then a city could be prepare to react to the disaster.
That’s also the importance of emergency manager. While it's their job to respond to emergencies,
most emergency managers spend 90 percent of their time planning for emergencies Therefore,
where they are located are probably were the greatest need for them are (Turoff, 2013). Thanks
