In my opinion preparedness is the most important stage in emergency management.
Because it is not possible to mitigate completely against every hazard that poses a risk,
preparedness measures can help to reduce the impact of the remaining hazards by taking certain
actions before an emergency event occurs. Preparedness includes plans or other preparations
made to save lives and facilitate response and recovery operations. Preparedness measures
involve all of the players in the integrated emergency management system local, state, and
Federal agencies and citizens (Acosta, Chandra, Costigan & Madrigano, 2017) . In addition, I
believe its import ant to have emergency managers located in all key departments, i.e.; police,
fire and hospitals. While it's their job to respond to emergencies, most emergency managers
spend 90 percent of their time planning for emergencies Therefore, where they are located are
probably were the greatest need for them are (Turoff, 2013).
Fusion centers must be designed to operate as a truly collaborative information sharing
environment. Fusion centers are defined as “a collaborative effort of two or more agencies that
provide resources, expertise, and information to the center with the goal of maximizing their
ability to detect, prevent, investigate, and respond to criminal and terrorist activity.” As is the
case with EOCs, these centers demand clear operating procedures, staff roles, and
responsibilities, and a supportive workspace, to include effective technology. Each are necessary
in a collaborative effort between agencies. In addition, they both relate to becoming prepared for
possible incidents the bible states in Matthew 25:13 (NIV), “Watch therefore, for you know
neither the day nor the hour.”
