This issue of bureaucratic policymaking is a complex and modern problem, that
requires tact, decisiveness, and transparency to full deal with. Governors, being in direct
conflict with this issue, are tasked with very hard issues such as this. “Today’s governors
speak as voices of authority on important national policy issues. Although they do not
always agree on what they want, the. Governors. Assert themselves as a righteous third
force in U.S. politics and speaking through the National Governors’ Association (NGA),
other organizations, and the media, they have helped shape federal reform of welfare,
education, and health care policies, and. Even led the response to combating global
warming”[ CITATION Ann21 \l 1033 ]. The governors are responsible for multiple
responsibilities, and as such have to coordinate a balancing act, as they tackle a wider
variety of state problems. In the situation of the bureaucracy passing legislation without
proper authority, I would advise a governor to use his duties overseeing the legislative to
circumnavigate the bureaucracy and check them. The plan would be to develop a positive
and productive relationship with the legislature. Bowman and Kearney comment,
“Despite the difficulties in dealing with the legislature, most governors dominate the
policy agenda, usually by working hand in hand with legislative leaders”[ CITATION
Ann21 \l 1033 ]. Through this approach, heeding the advice from Bowman and Kearney,
I would then offer a pork barrel reward for compliance legislating order among the
bureaucracy. For example, this would bear similarity to what former president Donald
Trump attempted during his term. His goal was to “drain the swamp” the bureaucracy and
drastically cut its large size. He sought to do this for multiple reasons. However, the
similarities are in the fact that the executive has to work to cut short the bureaucracy’s

efforts. My efforts, likening Trump’s will bring the conversation to the people, and push
for constituency advocacy, further influencing the legislature, and I would also include
this plan into the State address.
