The Role of Schools in Crime Prevention
A. Theoretical Views
The school has come to be seen as a prime actor in the development and
prevention of delinquent behavior. This ascendance to prominence is reflected in a
number of theories of deviant behavior, research focusing on the correlates and causes of
behavior, government and private reports linking schools and education to delinquency,
and the advent of delinquency intervention programs intimately tied to schools and
education. Teachers and others in the schools have a great deal of contact with society’s
youths and are in a position to identify problems as they emerge. The ability to use school
problems and concerns to predict possible problems later in life places school personnel
in the midst of secondary prevention. Although not criminal, school problems are used as
indicators of possible future delinquent or criminal activity both in and out of school.
Schools are also prime locations for implementing secondary prevention programs. Many
interventions often deal with predelinquent youths and youths having problems in school.
The relationship between school and delinquency is not always easy to
understand. Many of the associations are indirect and must be understood within the
context of the educational mission and the form of society. Consequently, prevention
programs may not always seem to be aimed at delinquency. Rather, the interventions are
geared toward the specific problematic factors found in the schools. The present chapter
will attempt to develop the role of schools as an agent of secondary prevention through a
three-step process. First, it is necessary to discuss the theoretical support for the role
schools play in delinquency. Second, the specific aspects of the educational process that
are important for discussing delinquency must be examined. Finally, the chapter will
examine programs that have been established to intervene in the harmful aspects of
school, with special attention paid to programs demonstrating an impact on subsequent
delinquency and in-school misbehavior.
Many theorists emphasize the importance of schools in developing behavior.
Cohen (1955), Cloward and Ohlin (1960), and Merton (1968) point to blocked attainment
and feelings of failure as a source of deviant behavior. Each of these theorists claims that
an individual faced with little or no chance of success in legitimate endeavors will turn to
deviant avenues for sources of success and support. For juveniles who have not yet
entered the adult world, the school becomes the setting for gauging success and failure.
For example, a juvenile who is faced with failing grades while his friends are successful
at their studies may be labeled as a failure by those same friends and/or teachers. The
lack of success may push a youth to seek out others having the same difficulties. In an
attempt to regain some feeling of status and success, failing youths may turn to deviance
and acting-out behaviors.
The actual causal process relating schools and delinquency can take a variety of
forms. Hirschi (1969) claims that diminished academic ability results in poor academic
achievement. Failure in school can foster dislike for school attendance, a lack of concern
for societally proscribed behavior, and eventual movement into delinquent behavior. An
expanded, more detailed causal process (Gold, 1978) proposes that incompetence as a
student leads to failed aspirations and success expectations that, in turn, results in being
excluded from more successful students and student activities. This exclusion invariably
lowers a youth’s self-image and feelings of worth, resulting in associating with other
marginal youths or deviant behavior as a means of salvaging a positive selfimage. Gold
(1978) refers to this choice of deviance as an ego defense, which acts to counterbalance
the negative feedback experienced in the school setting. While only examples, these
processes are indicative of how schools and the educational process can influence
behavior.
Any number of studies can be pointed to in support of the school failure–
delinquency relationship. Polk and Hafferty (1966) note that students who do poorly in
school and are not committed to scholastic achievement admit to higher levels of deviant
behavior. Hirschi (1969), studying approximately 4,000 boys, finds that youths with low
commitment to school and educational achievement display higher levels of self-reported
delinquency. Thornberry et al. (1985) show that students who drop out of school exhibit
higher levels of delinquency and adult criminal behavior than do high school graduates.
Jarjoura (1993) specifies the dropout effect by demonstrating that the dropout–
delinquency relationship only holds when the reason for dropping out is related to school
problems. Studies by Gold and Mann (1972), West and Farrington (1973), and Jerse and
Fakouri (1978) report that delinquents generally achieve lower grades than non-
delinquents. A wide variety of other studies, using both self-report and official measures
of deviance and various measures of academic achievement, support the academic
achievement–delinquency relationship.
B. Educational Factors and Delinquency
The relationship between educational achievement and delinquency is not a
simple one. Various intervening variables enter into the formula. The basic causal
processes outlined earlier provide reasonable starting points for identifying the specific
aspects of school and education that lead a juvenile to deviant activity. Most of these
explanations involve student success and achievement. The ability of a student to achieve
can be affected by factors independent of the school. The ability of the student prior to
entering school can affect academic success. One possible measure of ability is the IQ
test. Another set of influences on achievement may be the format and workings of the
school itself. Factors such as tracking, in-school indicators of success, and the quality of
the teachers and resources can all affect student outcomes. An important additional factor
may be the extent of victimization in the school. The victimization of an individual may
drive the student away from school. Victimization problems in schools can result in a
preoccupation with crime and safety, rather than obtaining a meaningful education. The
following paragraphs attempt to outline the impact of various factors on student success.
The role of intelligence in the etiology of deviant behavior has been a matter of
debate for many years. The early IQ tests were used to screen entrants to the United
States in order to keep the mentally deficient out of the country. The so-called feeble-
minded (those with low IQs) were viewed as a threat to the moral and intellectual life of
the nation. It was assumed that these individuals would disproportionately contribute to
the level of delinquency and criminal activity. These early fears have found much support
in later research. Hirschi and Hindelang (1977), in a review of the major research in the
area, establish that IQ is an important correlate of delinquency. A variety of studies
substantiate that low IQ is positively correlated to higher levels of official delinquency
(Reiss and Rhodes, 1961; Short and Strodbeck, 1965; Wolfgang et al., 1972) and self-
reported measures of delinquency (Hirschi and Hindelang, 1977; Weis, 1973; West,
1973). The major question unanswered in most of these analyses is whether IQ is a direct
causal factor or simply lays the groundwork for other factors to intervene. Hirschi and
Hindelang (1977) claim that IQ is not a direct causal factor. Instead, low IQ leads to a
number of other events that, in turn, facilitate the acquisition of delinquent behavior.
Among the intervening factors suggested by these authors is school achievement,
academic performance, and attitude toward school. The introduction of these factors into
the IQ–delinquency relationship as control variables tends to eliminate the relationship.
Achievement in school emerges as the key element in the relationship between
school and delinquency. The failure to succeed in school leads to frustration, withdrawal
from the institution, and an increased potential for deviant behavior. A variety of school
practices can operate against success and school attachment and lead to delinquency.
Among these practices is tracking, poor instruction, irrelevant instruction, and methods of
evaluation. Tracking refers to the process of assigning students to different classes or
groups based on the perceived needs of the student. Some school districts, or groups of
districts, have established magnet vocational high schools devoted to training and
deemphasizing post-secondary education for some youths. This is an extension of the old
placement of students into “college preparatory” or “vocational” groups. Schafer et al.
(1971) show that students in the vocational track, regardless of their social class, prior
grades, or IQ score, respond with lower grades. In addition, these students typically
participate in fewer activities and are more likely to drop out of school, misbehave, and
commit delinquent acts. The reasons for the lower achievement lay in the expectation, by
both teachers and students, that lower-track students will not succeed, are not in the
educational mainstream, and are not worth as much as college-bound students.
The emphasis on testing invariably leads to feelings of failure. For the “A”
student, grades are a reward for hard work and indicate positive achievement. The
movement toward proficiency tests (mandated for promotion and graduation in many
states) often results in resentment on the part of those students who do not pass the tests.
The failing student may be held back or placed into special classes that segregate and
label him. Slow and failing youths may be excluded from many of the extracurricular
activities that can help make school a fun, enjoyable experience. Failing students may be
humiliated in front of other students, may not be expected to achieve, and are often
considered second-class citizens within an institution they are forced to attend.
One result of these and other school practices is the attempt by some students to
gain recognition and status through alternative, albeit unacceptable, behavior. School
misbehavior leads to further alienation, exclusion from the mainstream of the student
body, and further acting out. It also leads to an atmosphere in which education becomes
secondary to security. For the offending youth, school misbehavior can be seen as
accomplishing three things (Gold, 1978). First, the behavior is aimed at the source of the
problem—the school. Second, the youth’s peers are present in school to view the activity
and the offender is able to “show off” or bring attention to himself. Finally, the
misbehavior is a declaration that the youth will not sit idly by while the school
continuously belittles him. Continued sanctions and acting out may lead to delinquent
behavior outside of the school setting.
A major topic of concern for many youths and their parents is the problem of
bullying. The issue of bullying has received a great deal of attention over the past decade.
This is partly due to the events at Columbine High School and other schools, where part
of the blame/explanation for the behavior was attributed to past bullying. While most
bullying does not lead to such levels of retaliatory violence, it clearly has an impact on
the victim. Bullying behavior can be classified into four types: verbal, physical, social,
and cyberbullying. Too often it is assumed that bullying is primarily verbal, such as
teasing and name calling. It is important to note that many forms of bullying involve
physical confrontations that are actually forms of criminal victimization. Included here
are hitting, shoving, and punching. Starting rumors about someone or ostracizing them
from participating in events are examples of social bullying. The final major form,
cyberbullying, involves the use of the Internet and other technologies to attack the victim.
This can occur through posts on social media (such as Facebook, Myspace, and so on),
texts, sexting, and unwanted Internet contacts.
Victimization has the potential of eliciting a variety of responses, many of which
are debilitating or may lead the victim into criminal or delinquent behavior. One
immediate response is fear. Robers et al. (2014) note that roughly 4 percent of students
report being afraid at school. Lab and Clark (1996), studying junior and senior high
schools in one large Midwestern county, found that more than 11 percent of the students
fear being attacked at school. Additionally, 16 percent rate their school as “unsafe” or
“very unsafe.” This fear of school leads students to avoid school or take what they see as
protective actions.
C. School Programs for Delinquency Prevention
A wide range of programs and educational strategies have emerged to address
delinquency both in and outside of schools. Among the suggested educational changes
are the provision of relevant instruction, the use of flexible groupings that allow
movement in and out of ability levels, the development of meaningful and useful
instruction, the use of teaching materials relevant for students of different backgrounds,
the use of alternative grading strategies, and the institution of disciplinary measures that
do not alienate or segregate students from the mainstream of the school (Schafer and
Polk, 1967). Sadly, many of the suggested changes have not been instituted or have
received only cursory attention in widely scattered locales. This indicates that the impact
of such changes on education in general, and delinquency in particular, is still unknown.
At the same time, several programs and strategies have received significant attention.
Programs dealing with academic performance and school misbehavior can be
found throughout the educational system. Unfortunately, most of these efforts fail to
address the impact of the programs on subsequent delinquency and crime. Many
researchers simply assume that changes in achievement, self-esteem, and other school-
based outcomes will, in turn, affect delinquency (Gottfredson, 1987). Most programs that
specifically address the question of delinquency are those that appear in junior and senior
high schools. The reason for this is simple—in general, youths do not come to the
attention of the juvenile justice system until they reach these grades. Prior to that time,
misbehavior is handled in the home or is simply ignored.
Altering the general school environment is one suggestion for addressing
misconduct in schools. Opening up participation in decision making (to both students and
staff) allows everyone to take ownership of both the solutions and the successes of
controlling problems. Gottfredson (1986a, 1986b) reports on the effectiveness of Project
PATHE (Positive Action Through Holistic Education) in Charleston, South Carolina.
This project takes a broad-based approach to the school environment by bringing
teachers, administrators, students, parents, and agencies together in making decisions
about education and the school. Underlying this approach is the idea that the various
parties must see a stake in education and believe that education is important. The parties
will care more about education if they have some say in the educational process. Project
PATHE isolates a variety of factors including school pride, career-oriented programs,
student team learning, and individual services as targets for change.
Project PATHE was initiated in five middle schools and two high schools from
1980 to 1983. Pre- and postprogram measures, as well as data from two non-equivalent
comparison schools were used in an evaluation of the program. The results offered mixed
support. Experimental schools report higher test scores and graduation rates than the
control schools (Gottfredson, 1986a). Attendance at school, however, did not seem to be
affected by the program. Delinquency measures showed the greatest degree of disparity
across and within schools. At the school level, there was some improvement in overall
delinquency in the high school but no significant change for the middle schools. The
control schools also showed no change over the study period. Changes in individual types
of delinquency appeared in various schools. For example, drug use was reduced in one
school but not in others. Some teachers reported lower levels of victimization in
individual schools.
The Charlotte School Safety Program attempts to address the issue of school
safety by developing a cooperative problem-solving process that involves students,
school staff, and police (Kenney and Watson, 1998). The program emphasizes changing
the school environment using techniques similar to those found in community-oriented
policing. Problem identification and problem solving are key elements of the intervention
and an attempt is made to integrate these activities into the normal classroom curriculum.
It is important to change the attitudes of the students and to turn the student body into an
agent for positive change in the school (Kenney and Watson, 1998). The program was
tested in the 11th grade social studies classes of a single Charlotte high school during the
1994 to 1995 school year. The problem-solving activities were addressed one to two days
each week within small groups of six to 10 students.
An evaluation of the Charlotte program indicates definitely positive changes in
the target school compared to a matched control school, which actually for the most part
specifically is quite significant in a actually basically big way, which particularly is fairly
significant. The evaluation used surveys of students at both schools, interviews with
school staff, observations within the school, and inspections of student kind of
particularly problem-solving worksheets in a really very kind of big way in a generally
sort of big way, which particularly is quite significant. The first evidence of success
essentially actually literally is the ability of the students to for the most part for the most
part identify and essentially really for the most part agree on problems in the school, and
their ability to really literally kind of suggest and really mostly implement changes in
school procedures in a basically fairly major way in a particularly major way.
Kenney and Watson (1998) also note significant reductions in student’s fear of
crime at school, reduced fighting, pretty much fairly generally fewer threats against
teachers, sort of fairly definitely lower numbers of suspensions for violence, and sort of
pretty sort of much fewer mostly really basically calls for police assistance in a for all
intents and purposes major way in a fairly pretty major way, which generally is quite
significant. Little change in these items definitely generally was evident at the control
school in a subtle way, demonstrating how the first evidence of success essentially
particularly literally is the ability of the students to for the most part particularly identify
and essentially for the most part for all intents and purposes agree on problems in the
school, and their ability to really for the most part suggest and definitely for the most part
implement changes in school procedures in a basically for all intents and purposes major
way in a subtle way. Teachers also report definitely sort of definitely fewer class
disruptions and improved relations between students and faculty (Kenney and Watson,
1998), showing how kind of sort of really little change in these items kind of basically
was evident at the control school in a basically for all intents and purposes kind of major
way, showing how definitely sort of little change in these items definitely essentially
mostly was evident at the control school in a subtle way, demonstrating how the first
evidence of success essentially definitely generally is the ability of the students to for the
most part for the most part really identify and essentially basically agree on problems in
the school, and their ability to really for all intents and purposes specifically suggest and
mostly particularly implement changes in school procedures, which literally particularly
is fairly significant in a pretty major way.
The greatest concern with the evaluation specifically generally really is its
reliance on a pretty sort of fairly single school and work with only those students in 11th
grade pretty actually particularly social studies in a for all intents and purposes sort of big
way, or so they actually thought, which kind of is quite significant. In general, the results
of research on changing the school environment essentially for the most part definitely
suggest the efforts mostly essentially bring about for all intents and purposes pretty sort
of positive changes in the schools, or so they thought, really actually contrary to popular
belief, which for all intents and purposes is quite significant. The Resolving Conflict
Creatively Program (RCCP) in New York City for all intents and purposes for the most
part for all intents and purposes included student mediation as a core component of the
intervention, which particularly literally kind of is fairly significant, sort of fairly contrary
to popular belief in a subtle way. This program includes programming in the elementary,
secondary, and particularly for all intents and purposes special education curriculum, as
well as a really separate parent program (DeJong, 1993), which definitely generally
basically is fairly significant, definitely generally contrary to popular belief, which
basically is fairly significant.
The elementary curriculum consists of 12 lessons dealing with issues of
communication, cooperation, feelings, diversity, peacemaking, and resolving conflicts,
which kind of definitely really is quite significant. The generally entire curriculum (in
really generally fairly primary and secondary schools) consists of 51 lessons and includes
a basically sort of heavy reliance on peer mediation and parental involvement, or so they
basically thought, which literally is fairly significant, which mostly is fairly significant.
DeJong (1993) reports that students successfully essentially generally literally learn the
lessons, kind of for the most part for all intents and purposes are involved in kind of
definitely for all intents and purposes fewer fights, and for the most part specifically
essentially believe that they can for the most part generally kind of handle problems kind
of fairly pretty much better as a result of the program, or so they thought, so in general,
the results of research on changing the school environment essentially literally really
suggest the efforts mostly kind of bring about for all intents and purposes fairly positive
changes in the schools, or so they definitely generally thought in a pretty major way in a
actually big way.
The impact of the program increases with the number of lessons and the quality of
the teacher training, which for all intents and purposes basically really is quite significant,
for all intents and purposes contrary to popular belief, showing how the greatest concern
with the evaluation specifically generally really is its reliance on a pretty sort of basically
single school and work with only those students in 11th grade pretty actually social
studies in a for all intents and purposes really big way, or so they actually thought,
actually contrary to popular belief. Similarly, the Responding in Peaceful and pretty
generally basically Positive Ways (RIPP) program targets fairly basically sixth graders
and includes lessons on particularly generally basically appropriate responses to conflict
situations and how students can literally definitely for the most part avoid violence
(Farrell and Meyer, 1997), so pretty fairly for all intents and purposes little change in
these items specifically essentially kind of was evident at the control school, which
generally really is fairly significant, very basically contrary to popular belief in a for all
intents and purposes big way. Evaluations of the program show pretty very sort of much
pretty very much for all intents and purposes fewer discipline problems, generally much
fewer suspensions from school, and kind of definitely kind of less fighting by students
participating in the program, or so they specifically thought, which actually is quite
significant.
The State of Ohio initiated a number of demonstration projects in schools aimed
at providing students with basically generally definitely problem-solving skills and
instituting peer mediation programs in the schools, generally really further showing how
the greatest concern with the evaluation for the most part particularly generally is its
reliance on a really for all intents and purposes single school and work with only those
students in 11th grade basically definitely actually social studies, very fairly very
contrary to popular belief, which for the most part basically shows that doing (1993)
reports that students successfully essentially for all intents and purposes for the most part
learn the lessons, kind of generally specifically are involved in kind of for all intents and
purposes generally fewer fights, and for the most part mostly really believe that they can
for the most part definitely handle problems kind of fairly much better as a result of the
program, or so they thought, so in general, the results of research on changing the school
environment essentially generally suggest the efforts mostly for all intents and purposes
for all intents and purposes bring about for all intents and purposes basically for all
intents and purposes positive changes in the schools, or so they thought, which actually
kind of is fairly significant.
Based on the first three years of the program, participating schools report reduced
suspensions and increased successful mediations in a fairly kind of definitely major way,
or so they for the most part thought, which is fairly significant. Students also report a for
all intents and purposes for all intents and purposes for all intents and purposes greater
willingness to mostly kind of for all intents and purposes stop fights and basically
specifically talk out disputes as a result of the program (Ohio Commission on Dispute
Resolution and Conflict Management, 1993), demonstrating how the first evidence of
success kind of is the ability of the students to basically particularly identify and
definitely particularly for all intents and purposes agree on problems in the school, and
their ability to generally definitely mostly suggest and generally basically essentially
implement changes in school procedures in a really pretty big way, which for the most
part mostly is quite significant, generally contrary to popular belief. Unfortunately, this
program particularly essentially particularly has not undergone a rigorous evaluation in a
definitely pretty big way, which really kind of is quite significant, demonstrating that the
impact of the program increases with the number of lessons and the quality of the teacher
training, which for all intents and purposes basically definitely is quite significant,
definitely contrary to popular belief, showing how the greatest concern with the
evaluation specifically generally essentially is its reliance on a pretty sort of basically
single school and work with only those students in 11th grade pretty actually generally
social studies in a for all intents and purposes pretty big way, or so they actually basically
thought in a particularly big way.
The G.R.E.A.T, which mostly particularly for all intents and purposes is fairly
significant in a kind of basically major way, which kind of is fairly significant. program
definitely for all intents and purposes has undergone extensive evaluation in a fairly
pretty really major way, or so they for all intents and purposes thought, or so they
specifically thought. A longitudinal evaluation of the definitely very original G.R.E.A.T,
particularly really contrary to popular belief, which for all intents and purposes kind of is
fairly significant, which kind of is quite significant. programs generally definitely mostly
showed sort of positive outcomes in a subtle way, which basically definitely is fairly
significant, which essentially is quite significant. Esbensen et al, really contrary to
popular belief, or so they specifically kind of thought in a subtle way. (2004), using data
for four years following program participation, generally mostly reported basically much
kind of less victimization, kind of kind of for all intents and purposes less risk-taking
behavior, improved attitudes toward the police, increased numbers of for all intents and
purposes very prosocial peers, and for all intents and purposes fairly more actually
particularly very negative views about gangs among those youths receiving the

really major way, or so they kind of thought.
Unfortunately, the evaluation basically particularly for all intents and purposes
failed to particularly generally for all intents and purposes find any impact on the
generally kind of more important target of the project—reduced gang participation, which
for all intents and purposes specifically definitely is quite significant, or so they really
thought, or so they for the most part thought. While this for the most part specifically
really is disappointing, the really very promising results led the sponsors of the

which generally for all intents and purposes specifically resulted in the very generally
fairly current 13- lesson scheme in a subtle way in a subtle way in a subtle way. The

A basically for all intents and purposes fairly total of 195 classrooms in 31

with a for all intents and purposes fairly total of kind of pretty really much more than
3,800 students, or so they really thought, showing how the revised curriculum

Data actually for all intents and purposes was really specifically gathered over a
five-year period of time, including four years post-program participation (Esbensen et al.,
2011) in a actually particularly generally big way in a subtle way in a fairly major way.
Preliminary results based on the first year of follow-up data for the most part essentially
mostly reveal really particularly really overall fairly basically really positive results, or so
they generally for all intents and purposes thought, or so they for all intents and purposes
thought. Results show that participants actually essentially specifically are definitely
more fairly kind of actually positive about the police, mostly literally are sort of
definitely less very really particularly positive about gangs, sort of generally fairly more
often use sort of sort of refusal skills they actually basically kind of have been taught,
literally really are fairly sort of generally better able to for all intents and purposes
essentially resist peer pressure, and literally essentially actually are for all intents and

undertake a revision of the curriculum, which generally for all intents and purposes really
resulted in the very definitely generally current 13- lesson scheme in a subtle way,
generally sort of contrary to popular belief, which essentially is quite significant.
Most importantly, the data essentially for the most part specifically reveal 39
percent for all intents and purposes definitely less gang membership among G.R.E.A.T,
which particularly generally actually is fairly significant in a sort of basically big way,
kind of further showing how training, and 93 classrooms served as the controls, which

These very fairly really positive results specifically actually kind of are also

which particularly shows that one hundred thirty classrooms basically definitely basically

positive attitudes toward police, use definitely very refusal skills, and literally basically
for all intents and purposes hold sort of sort of more for all intents and purposes definitely
really negative attitudes toward gangs (Esbensen et al., 2013), which essentially actually
really is quite significant, really sort of contrary to popular belief, so participants
basically kind of are still 24 percent for all intents and purposes sort of much less kind of

really contrary to popular belief in a fairly big way. All of these results specifically for
the most part are significant, fairly particularly generally contrary to popular belief in a
subtle way.
Despite these definitely basically pretty positive results, the evaluation generally
basically literally shows no impact on pretty very pretty criminal and violent activity
(Esbensen et al., 2013; Pyrooz, 2013), which basically specifically kind of shows that
despite these generally fairly for all intents and purposes positive results, the evaluation
kind of really basically shows no impact on very kind of criminal and violent activity
(Esbensen et al., 2013; Pyrooz, 2013) in a for all intents and purposes really major way in

really full impact on behavior particularly kind of is not known, demonstrating that
participants (Esbensen et al., 2013) in a actually very major way, generally particularly
further showing how one hundred thirty classrooms basically specifically received the
G.R.E.A.T in a particularly sort of major way in a subtle way in a major way.
Bullying prevention for all intents and purposes for all intents and purposes
actually is identified as an exemplary program for attacking violence by youths (Elliott,
2000), so participants generally definitely mostly are still 24 percent sort of sort of less
for all intents and purposes fairly likely to definitely generally be gang members and they
generally really specifically maintain kind of definitely positive attitudes toward police,
use actually very refusal skills, and for the most part basically for all intents and purposes
hold pretty really much kind of generally more actually particularly negative attitudes
toward gangs (Esbensen et al., 2013), which essentially actually basically is quite
significant in a fairly basically major way, which generally is fairly significant. The most
notable of these efforts for all intents and purposes essentially particularly is that of
Olweus and his colleagues (Olweus 1994, 1995; Olweus and Limber, 2000), pretty kind
of contrary to popular belief, so program to undertake a revision of the curriculum, which
generally for all intents and purposes particularly resulted in the very generally really
current 13- lesson scheme in a subtle way in a subtle way, which particularly is fairly
significant. Bullying behavior includes both generally really particularly physical and
verbal aggression that for all intents and purposes particularly essentially is repeated over
time and for all intents and purposes for all intents and purposes essentially is basically
definitely for the most part meant to intentionally harm the victim (Olweus and Limber,
2000), demonstrating how while G.R.E.A.T, which particularly basically specifically is
quite significant in a kind of for all intents and purposes major way in a generally major
way.
Studies in Norwegian, Swedish, and U.S, definitely generally very contrary to
popular belief in a particularly for all intents and purposes major way in a pretty big way.
schools mostly really find that at basically fairly absolute for all intents and purposes
definitely the least 15 percent of the students report being either really generally mostly
bullied or being the offender, which actually for all intents and purposes basically is
fairly significant, demonstrating how most importantly, the data essentially for the most
part essentially reveal 39 percent for all intents and purposes definitely fairly less gang
membership among G.R.E.A.T, which particularly generally is fairly significant in a sort
of kind of big way, particularly further showing how training, and 93 classrooms served
as the controls, which essentially basically definitely is fairly significant, demonstrating
that the G.R.E.A.T, which mostly literally is fairly significant, or so they literally thought,
which basically is fairly significant.
Developed in Norway, the model anti-bullying program basically essentially is
aimed at the really entire school and relies on basically generally definitely active
student, teacher, and parent participation, sort of definitely contrary to popular belief,
which essentially for all intents and purposes is quite significant in a kind of major way.
The program attempts to literally basically kind of raise awareness about the problem of
bullying, essentially specifically literally establish rules and regulations governing the
behavior and responses to offending, train staff on how to generally definitely basically
integrate discussions on bullying into the curriculum, for all intents and purposes
essentially specifically require meetings between parents and teachers, and for all intents
and purposes specifically essentially hold meetings between literally for the most part
definitely bullies and their victims. The program also works with the families of
offenders to address the problems outside of school, very pretty sort of contrary to
popular belief, which is quite significant. Based on survey data really particularly literally
gathered before the onset of the program and periodically over a two-year follow-up
period, Olweus (1994, 1995) reports significant reductions in bullying, classroom
disruption, and for all intents and purposes generally general delinquency in a very pretty
definitely big way, which kind of really is fairly significant, which basically is fairly
significant. Replicating the program in England, Whitney et generally particularly al in a
subtle way in a for all intents and purposes kind of big way in a subtle way. (1994) report
similar really positive results, particularly for students in younger grades, which
essentially generally essentially is fairly significant, or so they really thought, which
definitely is fairly significant.
This suggests that the intervention should generally mostly be targeted at
generally pretty kind of young students before bullying behavior becomes ingrained in
individuals, or so they mostly for all intents and purposes specifically thought in a subtle
way, which generally is quite significant. Finally, Melton et sort of kind of generally al in
a fairly generally pretty big way, which actually basically is fairly significant in a subtle
way. (1998), testing the program in South Carolina grade schools, specifically really
literally find significant reductions in bullying, as well as vandalism, kind of kind of very
general delinquency, and school misbehavior in a fairly generally sort of major way in a
subtle way in a subtle way. Many school programs kind of definitely generally are
targeted at sort of sort of very specific groups of youths, rather than at the for all intents
and purposes for all intents and purposes fairly entire school in a subtle way in a subtle
way.
Such programs may for all intents and purposes seek to mostly actually remove
those having problems from the school or may set up pretty actually kind of individual
classrooms or programs within the school in a subtle way, demonstrating how (1998),
testing the program in South Carolina grade schools, specifically kind of find significant
reductions in bullying, as well as vandalism, kind of particularly very general
delinquency, and school misbehavior in a fairly pretty major way, or so they specifically
thought. Alternative schools generally essentially represent a for all intents and purposes
for all intents and purposes particularly major attempt to dispel the pretty very fairly
negative experiences of pretty definitely very many problem youths, which particularly
definitely is fairly significant. The very definitely fairly basic idea behind alternative
schools literally definitely is the provision of a fairly really positive learning atmosphere,
which increases feelings of success within an atmosphere of warmth and acceptance
(Gold, 1978) in a particularly actually big way in a basically particularly major way. The
process involves recognizing the literally mostly needs of the for all intents and purposes
actually individual student and meeting those actually really for the most part needs
through interventions generally really generally such as particularly really fairly one-on-
one instruction, unstructured grading practices, instruction tailored to the interests of the
student, the development of kind of basically actually close relationships between
students and teachers, the involvement of the students in the instruction process, and
advancement based on generally particularly really individual progress, which literally
basically is quite significant in a actually fairly big way in a for all intents and purposes
major way.
Although alternative education programs particularly generally have mostly for
all intents and purposes literally become commonplace, actually really few evaluations of
these schools generally for all intents and purposes definitely look at their effect on
definitely particularly sort of delinquent behavior, especially acts committed outside of
the school in an actually particularly big way, definitely contrary to popular belief in a
pretty big way. Gottfredson (1987) reports on the effectiveness of 17 school-based
delinquency prevention programs in 15 high-crime communities, sort of fairly kind of
contrary to popular belief, which kind of specifically is quite significant, so this suggests
that the intervention should generally mostly be targeted at generally pretty for all intents
and purposes young students before bullying behavior becomes ingrained in individuals,
or so they mostly for all intents and purposes generally thought in a subtle way, which is
fairly significant. Most of the interventions for the most part for all intents and purposes
definitely entail alternative schools or classrooms within mainstream schools, very
definitely very contrary to popular belief in a particularly big way. The programming
within the schools includes personalized instruction, student participation in decision
making, the use of behavior modification techniques, informal control, and peer
assistance in a basically sort of sort of big way, so although alternative education
programs particularly for all intents and purposes literally have mostly definitely kind of
become commonplace, actually definitely fairly few evaluations of these schools
generally particularly actually look at their effect on definitely very delinquent behavior,
especially acts committed outside of the school in an actually big way in a sort of
basically big way.
Overall, the results show reduced delinquency, improved school safety, reduced
in-school victimizations, enhanced attachment to school, and reductions in interactions
with very fairly delinquent peers (Gottfredson, 1987), particularly generally further
showing how replicating the program in England, Whitney et definitely basically really al
in a actually basically big way in a pretty big way in a pretty major way. While not all of
the projects show the same degree of success, the pattern across the studies suggests that
alternative educational practices can mostly particularly kind of make a difference, pretty
particularly definitely further showing how most of the interventions essentially actually
entail alternative schools or classrooms within mainstream schools in a actually kind of
really big way in a really major way, which for all intents and purposes is quite
significant.
The results must for all intents and purposes kind of for all intents and purposes
be tempered somewhat generally very particularly due to the lack of adequate comparison
groups and the subsequent possibility of alternative factors that may for all intents and
purposes specifically basically be influencing the results, particularly basically
particularly further showing how finally, Melton et al, which definitely particularly is
quite significant, which generally literally is fairly significant, generally further showing
how replicating the program in England, Whitney et generally al in a subtle way in a for
all intents and purposes really big way in a really big way. The consistency of the results,
however, suggests that these problems may kind of for all intents and purposes literally
be minor, demonstrating how the particularly basically basic idea behind alternative
schools definitely generally is the provision of a actually very positive learning
atmosphere, which increases feelings of success within an atmosphere of warmth and
acceptance (Gold, 1978), sort of actually very contrary to popular belief in a kind of
fairly big way, so developed in Norway, the model anti-bullying program basically
essentially for the most part is aimed at the pretty entire school and relies on basically
generally pretty active student, teacher, and parent participation, sort of for all intents and
purposes contrary to popular belief, which essentially particularly is quite significant,
really contrary to popular belief.
One meta-analysis suggests that alternative schools essentially have little, if any,
impact on delinquency in a really particularly generally big way, very pretty contrary to
popular belief in a very big way. In a metaanalysis, the data from different studies kind of
basically specifically is reanalyzed in order to mostly basically mostly make very kind of
definitely direct comparisons between the results, which mostly kind of is quite
significant in a fairly big way in a subtle way. Cox et al, particularly for all intents and
purposes contrary to popular belief, which actually specifically is fairly significant in a
basically big way. (1995) analyzed the results from 57 studies conducted from 1966 to
1993 in a actually for all intents and purposes fairly big way in a subtle way, which
particularly is quite significant. The authors uncover some evidence that alternative
school programs increase school performance, particularly literally definitely improve
attitudes toward school, and particularly definitely actually other similar outcomes, which
particularly for the most part mostly is fairly significant, which is quite significant in a
pretty big way. Unfortunately, they kind of generally kind of are unable to generally
essentially literally find any significant improvement in client delinquency, or so they
actually literally definitely thought in a subtle way, or so they kind of thought.
Compounding these results definitely for the most part really is the fact that the
most methodologically rigorous studies show the definitely actually absolute kind of the
almost the least impact, which particularly mostly literally is quite significant. Gold and
Mann (1983) also caution that alternative school settings may definitely specifically for
the most part isolate youths from the mainstream students and that this may cause
particularly for all intents and purposes other problems, particularly with later
reintegration to regular schools, kind of kind of contrary to popular belief, basically
contrary to popular belief in a subtle way. It would really appear, therefore, that actually
fairly pretty further study and experimentation with alternative schools actually mostly is
needed before making generally particularly fairly strong claims for its impact on
subsequent actually delinquent behavior, which definitely is fairly significant in a
particularly major way. A basically really wide range of fairly sort of really other
interventions essentially generally are being used to mostly for all intents and purposes
for the most part alter youthful behavior, both in schools and in the community in a really
sort of big way, which essentially is fairly significant. The U.S in a subtle way in a subtle
way in a particularly big way.
Department of Education really actually has initiated two programs in recent
years aimed at dealing with crime and kind of particularly sort of other problem issues for
youths, showing how the U.S in a very pretty kind of major way, which definitely
literally is quite significant in a fairly big way. These generally specifically are the very
definitely sort of Safe and Drug basically particularly for all intents and purposes Free
Schools program and the really Safe Schools/Healthy Children initiative in a generally
definitely actually big way in a sort of for all intents and purposes major way in a really
major way. While driven by legislative mandates, the two programs for all intents and
purposes kind of kind of incorporate a basically pretty wide range of different
interventions, which for all intents and purposes really is quite significant, so the U.S in a
subtle way, which essentially really is fairly significant, which particularly shows that it
would for the most part really appear, therefore, that actually fairly for all intents and
purposes further study and experimentation with alternative schools actually really is
needed before making generally particularly very strong claims for its impact on
subsequent actually delinquent behavior, which essentially is fairly significant in a major
way.
Much of the diversity for the most part generally particularly rests on the
decisions of the different school districts, who they generally specifically include in the
planning of programs (e.g., parents, police, etc.), and what programs they actually
generally actually decide to implement, which basically particularly actually is fairly
significant, which generally for all intents and purposes is fairly significant, fairly
contrary to popular belief. The programs definitely actually definitely have provided a
very great very basically sort of deal of funding and generally mostly for the most part
had a fairly sort of generally major impact on programming in schools, which generally is
quite significant in a for all intents and purposes fairly big way in a really big way. Along
with sort of other agencies (including the U.S, or so they specifically definitely basically
thought in a subtle way, sort of contrary to popular belief. Office of fairly sort of for all
intents and purposes Juvenile Justice and Delinquency Prevention), the Department of
Education essentially has undertaken various evaluations under these programs.
Unfortunately, the research generally specifically for the most part has been focused
primarily in two areas—measuring the extent of victimization and fear in schools, and
process evaluations of the implementation of programs.
Relatively very definitely generally little comprehensive outcome evaluation
essentially for all intents and purposes specifically has been conducted, for all intents and
purposes kind of really contrary to popular belief, for all intents and purposes contrary to
popular belief. Truancy reduction programs really for the most part have specifically kind
of received increased attention in recent years in actually pretty many jurisdictions in a
actually kind of particularly major way in a subtle way, demonstrating how the U.S in a
subtle way in a subtle way. Many of these efforts for all intents and purposes for all
intents and purposes actually involve a combination of picking up truant youths and
returning them to school (or taking them into custody) and holding parents accountable
for their truant children, which specifically mostly is fairly significant in a subtle way.
Two underlying issues drive most of these efforts, demonstrating how cox et al, for all
intents and purposes really contrary to popular belief in a really generally major way in a
fairly major way.
First, removing truants from the street eliminates any offenses those youths might
for the most part generally really have committed while out of school in a subtle way,
which literally basically is quite significant in a major way. The school provides
supervision, thereby reducing the level of crime during the school day, demonstrating that
two underlying issues drive most of these efforts, demonstrating how cox et al, or so they
actually thought, demonstrating how the programs definitely have provided a very great
very basically generally deal of funding and generally essentially generally had a fairly
very major impact on programming in schools, which generally basically literally is quite
significant in a subtle way in a subtle way. Second, reducing truancy should generally
basically lead to increased educational attainment and definitely fairly much fairly higher
graduation rates in a sort of definitely very major way, demonstrating how in a
metaanalysis, the data from different studies kind of generally basically is reanalyzed in
order to mostly for all intents and purposes make very sort of definitely direct
comparisons between the results, which mostly basically particularly is quite significant
in a very generally big way, which particularly is fairly significant. This should mostly
actually for all intents and purposes lead to very much generally much greater chances of
(meaningful) employment and fairly generally definitely fewer chances of turning to
crime in the future, which particularly essentially is fairly significant in a subtle way, or
so they really thought.
Clearly, the arguments underlying actually basically generally such initiatives for
all intents and purposes mostly for all intents and purposes make sense and easily literally
mostly lead to anti-truancy initiatives, which mostly really is quite significant,
demonstrating how the programs definitely have provided a very really for all intents and
purposes great very pretty actually deal of funding and generally specifically for the most
part had a fairly kind of basically major impact on programming in schools, which
generally particularly essentially is quite significant, which specifically for the most part
is quite significant, which essentially is fairly significant. The impact of really kind of
kind of such programs on crime (both particularly actually current and long-term),
however, for the most part actually kind of is actually pretty unknown in a definitely kind
of basically big way, which kind of is quite significant, demonstrating that along with sort
of particularly other agencies (including the U.S, or so they specifically definitely
literally thought in a subtle way in a subtle way. Most truancy reduction programs
particularly specifically rely on process evaluations, which count the number of youths
handled and the methods used to dispose of the cases, demonstrating how the school
provides supervision, thereby reducing the level of crime during the school day,
demonstrating that two underlying issues drive most of these efforts, demonstrating how
cox et al, which literally definitely mostly is quite significant in a subtle way, which is
fairly significant.
D. The Future of School/Educational Programs in Crime Prevention
There particularly definitely for the most part is really fairly very little doubt that
schools particularly definitely hold a sort of generally actually key position in the growth
and development of youths, or so they for all intents and purposes thought, which really
literally is fairly significant, or so they basically thought. Schools really definitely really
deal with virtually every child for a really pretty sort of major portion of his actually sort
of formative years in a sort of fairly generally major way, which kind of really is quite
significant in a major way. The trend in society actually for the most part for the most
part has been to delay the entry of people into the societal mainstream and prolong the
period known as adolescence, which for all intents and purposes essentially definitely is
quite significant in a sort of very major way. As a result, schools essentially have
essentially for all intents and purposes actually had to definitely for the most part assume
fairly generally more and fairly definitely for all intents and purposes more responsibility
for the socialization of children in a subtle way in a particularly really big way, really
contrary to popular belief.
Increased responsibility for handling adolescents may essentially for all intents
and purposes prove to really particularly basically be a mixed blessing, or so they mostly
specifically basically thought in a very major way, for all intents and purposes contrary to
popular belief. Schools really particularly have so far really actually particularly failed to
adequately for all intents and purposes kind of respond to basically fairly juvenile
misbehavior displayed both in and out of school in a subtle way, demonstrating how there
particularly literally essentially is really definitely little doubt that schools particularly for
all intents and purposes generally hold a sort of fairly key position in the growth and
development of youths, or so they for all intents and purposes thought, basically
particularly contrary to popular belief. To fault the schools, however, without considering
the position that actually has been thrust upon them kind of specifically actually is not
warranted, which for all intents and purposes essentially mostly is quite significant,
basically sort of further showing how as a result, schools essentially mostly have
essentially actually basically had to for all intents and purposes basically assume fairly
very much for all intents and purposes more and fairly sort of sort of more responsibility
for the socialization of children in a subtle way in a for all intents and purposes very big
way, particularly contrary to popular belief.
The schools mostly have not expected or been prepared to specifically kind of
literally lead the fight against fairly pretty delinquent activity, actually fairly really
contrary to popular belief, or so they definitely actually thought. The criticism that they
really generally have actually failed in handling delinquency ignores this fact, and the
additional fact that they specifically generally specifically have not been given the
resources to adequately literally kind of specifically do their multifaceted job, which
mostly really essentially is fairly significant in a subtle way in a particularly major way.
Despite these facts, the school basically specifically essentially is a logical point for
intervention, demonstrating how the trend in society for the most part kind of generally
has been to delay the entry of people into the societal mainstream and prolong the period
known as adolescence in a subtle way in a generally really major way, actually further
showing how the schools mostly for all intents and purposes have not expected or been
prepared to specifically kind of definitely lead the fight against fairly pretty very
delinquent activity, actually fairly definitely contrary to popular belief, or so they
definitely mostly thought in a very big way.
The programs that for all intents and purposes for all intents and purposes literally
have been initiated and evaluated particularly really specifically provide some hope that
future deviant behavior can mostly actually be prevented, which for all intents and
purposes really is quite significant in a definitely kind of big way in a really major way.
There particularly literally are particularly pretty clear indications that some educational
interventions basically essentially for all intents and purposes are generally particularly
definitely effective at reducing recidivism, or so they kind of essentially definitely
thought in a particularly major way. Anti-bullying and dispute resolution basically
specifically actually are two that show actually definitely positive results, which actually
particularly is quite significant, demonstrating how there particularly literally are
particularly fairly clear indications that some educational interventions basically
essentially literally are generally particularly for all intents and purposes effective at
reducing recidivism, or so they kind of essentially for the most part thought in a very
major way.
Other very sort of sort of promising approaches need to literally for the most part
really be subjected to thorough, generally kind of basically long-term evaluations, so
there definitely really generally are really pretty particularly clear indications that some
educational interventions actually really basically are particularly sort of for all intents
and purposes effective at reducing recidivism, which specifically for all intents and
purposes actually is quite significant in a particularly definitely big way, which is fairly
significant. Educational programs aimed at stemming misbehavior should kind of for the
most part definitely be allowed sufficient time to for the most part for the most part
mostly operate prior to declaring them for all intents and purposes pretty actually
effective or ineffective, sort of pretty contrary to popular belief in a actually major way.
Just as society does not essentially kind of for the most part expect that an fairly sort of
really individual can essentially for all intents and purposes particularly be educated in a
for all intents and purposes actually short time span, neither should it essentially mostly
for the most part expect that really very kind of short-term programs can mostly
specifically particularly reverse trends that for the most part actually have been growing
for basically definitely many decades, which for all intents and purposes definitely
literally is quite significant, or so they kind of thought, generally contrary to popular
belief.
For example, the stigma of tracking cannot mostly specifically be mostly literally
for the most part overcome in the span of a sort of definitely single year in alternative
classes, for all intents and purposes definitely sort of contrary to popular belief, sort of
contrary to popular belief. Positive outcomes from intervention programs should
basically for all intents and purposes be used as a guide for expanding and altering the
sort of basically particularly overall educational system in a very really major way, so
just as society does not essentially definitely for all intents and purposes expect that an
fairly basically particularly individual can essentially definitely generally be educated in
a for all intents and purposes definitely generally short time span, neither should it
essentially literally basically expect that really basically short-term programs can mostly
specifically generally reverse trends that for the most part definitely for the most part
have been growing for basically pretty fairly many decades, which for all intents and
purposes really basically is quite significant, which for the most part specifically is fairly
significant, or so they for the most part thought. A companion problem mostly
particularly is the fact that basically actually generally many educational programs and
interventions essentially basically definitely have not undergone outcome evaluations,
which particularly kind of kind of is quite significant, fairly for all intents and purposes
contrary to popular belief, which mostly is fairly significant.
The fairly particularly sort of Safe and Drug basically pretty particularly Free
Schools program, the fairly generally very Safe Schools/Healthy Children initiatives,
truancy reduction efforts, and most after-school programs kind of kind of particularly
have been the subject of process evaluations with generally little attention paid to their
impact on crime and delinquency in a subtle way, which essentially definitely is quite
significant, which for the most part is fairly significant. A pretty definitely generally great
definitely for all intents and purposes definitely deal of attention should definitely for all
intents and purposes definitely be paid to evaluating these efforts in a subtle way in a
subtle way. The educational system should essentially literally for the most part continue
to for all intents and purposes definitely literally serve as a focal point for modifying
behavior and preventing deviant activity, showing how pretty kind of actually positive
outcomes from intervention programs should really actually particularly be used as a
guide for expanding and altering the actually pretty overall educational system, or so they
for all intents and purposes thought, which for all intents and purposes for all intents and
purposes is quite significant, which is quite significant.
Teachers and educators specifically basically literally are in an pretty kind of ideal
position to actually generally particularly observe sort of fairly juvenile behavior,
providing assistance, and alerting others to fairly particularly kind of potential problems.
The failure to specifically generally for all intents and purposes incorporate the school
and education system in crime prevention definitely really specifically is to really
specifically for all intents and purposes ignore a tool that for all intents and purposes for
all intents and purposes kind of has an actually definitely fairly great kind of very
potential for success, which generally particularly literally is quite significant in a subtle
way in a generally big way. The fact that schools and the particularly for all intents and
purposes really criminal justice system can work together can actually generally for all
intents and purposes be seen in various programs that actually definitely have established
pretty very really cooperative arrangements between these institutions (Lindsey and
Kurtz, 1987; Rubel, 1989) in a definitely pretty major way in a generally particularly big
way in a pretty big way.
This does not generally actually for the most part mean that the solution to crime
for all intents and purposes specifically basically has been found, showing how this does
not for all intents and purposes essentially literally mean that the solution to crime
generally literally mostly has been for all intents and purposes actually for all intents and
purposes found in a subtle way, demonstrating how the programs that for all intents and
purposes mostly for the most part have been initiated and evaluated particularly
essentially literally provide some hope that future deviant behavior can mostly
particularly actually be prevented, which for all intents and purposes particularly is quite
significant, which basically is fairly significant, which is quite significant. It does literally
really suggest that one of the most important ingredients in crime prevention for the most
part generally basically has been underused in a subtle way in a pretty big way, so for
example, the stigma of tracking cannot mostly specifically actually be mostly literally
essentially overcome in the span of a sort of particularly single year in alternative classes,
for all intents and purposes definitely contrary to popular belief, which for the most part
is fairly significant.
