Introduction
Workplace safety is not just a rule; it forms the basis of human resource development.
This safety work affects employee health, company output, and the culture's overall impact.
When people work in dangerous settings, safety training helps prevent problems and provides
an investment. The Occupational Safety and Health Administration (OSHA, 2023) reports that
businesses in the U.S. spend more than $60 billion each year on workers’ compensation for
injuries that could be avoided. This shows that companies need good safety practices. A
wellplanned training program reduces injuries and legal costs, boosts employee confidence,
enhances a company's operational efficiency, and supports the growth of safety leaders across
all levels.
This proposal presents a comprehensive workplace safety training program grounded in
the ADDIE instructional design model and adult learning theory. The program incorporates
targeted needs assessments, blended instructional methods, and an evaluation plan based on
Kirkpatrick’s Four-Level Model to improve employee safety, promote regulatory compliance, and
enhance organizational performance through strategic HRD practices.
Training Program Design
The training design will follow the Instructional Systems Design (ISD) model; it uses the
ADDIE framework. This framework has five parts: Analysis, Design, Development,
Implementation, and Evaluation. In the Analysis part, the people will conduct a complete
assessment of needs - this assessment includes three parts: organizational analysis, task
analysis, and person analysis. The organizational analysis will determine how the training aligns
with the company's safety goals, which include reducing workplace injuries, lowering workers’

compensation payments, and adhering to rules (Werner, 2022). For example, task analysis will
break down job duties that are important for safety. That helps to find the knowledge, skills, and
abilities (KSAs) that people need to do their work safely. The personal analysis will assess
current performance and identify areas where employees lack knowledge; this will indicate who
needs training and the extent of their training requirements.
During the design phase, the designers write learning goals; they use the SMART
framework to shape these goals. The letters in SMART mean Specific, Measurable, Achievable,
Relevant, and Time-bound. This helps to target the outcomes and to check their quality. For
example, states, "After the training session, employees will show correct lifting techniques
during simulations - this will reduce back strain reports by 90 % in the next quarter." These goals
guide how people build the content. They also serve as performance measures for evaluating
the training's effectiveness later.
The development stage will include building functional, evidence-based training
materials. The content covers many necessary safety subjects, including how to use personal
protective equipment, handle dangerous chemicals, and react in emergencies. It also discusses
ways to prevent fires and follow OSHA (Occupational Safety and Health Administration) rules
(Werner, 2022). In addition, the training teaches about new rules, dangers specific to an
industry, and safety habits. These habits help keep a safety culture active.
During the implementation phase, the group will use a mix of learning methods. This
helps different adults learn and remember information. The mix includes workshops led by an
instructor, which deliver basic knowledge. There are also simulations where people practice by
hand and learn safe actions. E-learning modules let people learn at their own pace. Games that

ask people to find hazards help them recognize dangers. Real case studies from life encourage
people to think critically and apply what they know to specific situations (Noe et al., 2023).
Finally, during the evaluation phase, the program used formative and summative
assessments; they checked what people learned and how well the training worked. Kirkpatrick's
Four-Level Model guided the evaluation. This model has four parts: reaction, learning, behavior,
and results. This process helped to improve the training over time (Werner, 2022). Before and
after the training, people took tests; the staff also used observational checklists, and people
filled out feedback surveys. The program reviewed workplace incident numbers. This process
helped determine if the training goals were met and also identified areas that needed
improvement for future training.
Training Program Development
The development phase workers will gather materials that help teach the subject and
arrange them so that people learn, remember, and apply the information effectively. Based on
adult learning rules (Knowles et al., 2020), the lessons will focus on what matters now for
people's jobs. The lessons will also allow people to learn independently, incorporating examples
that illustrate potential safety issues at work. The teaching materials will have clear pictures and
short messages for different reading skills, as well as work experience. The materials will include
PowerPoint slides, books for teachers and students, job aids on cards, safety checklists, tests
before and after the training, and training videos that show how to do safety steps. Learning
how to do risky jobs, like handling chemicals or using machines, is important.
To ensure content quality, training parts will have a planned pilot review. Subject matter
experts and frontline supervisors will do the review. Subject matter experts will check if the
technical details are correct and if safety rules are met. Supervisors will judge if the materials

match actual worksite methods and limits. The feedback collected will inform the necessary
changes before the training commences. The way all training content is built will also follow the
ANSI Z490.1-2016 standard. This standard describes accepted ways for safety, health, and
environmental training. Following this standard means that the way lessons are planned,
taught, and judged meets known levels for professional safety training programs (Werner,
2022). This careful process for development means that training materials move knowledge and
help change behavior for a long time.
Implementation Plan
The implementation plan will roll out the system in stages. This helps the system fit into
the company's work process without problems. At first, the plan focuses on departments that
have the most safety risks, which include maintenance, the warehouse, and chemical handling
units (Werner, 2022). New hires must take safety training during their first 30 days on the job.
All staff will repeat this training every year, which helps people remember what they learn and
meet the rules. Workers get more training when they start new jobs, go to new places, or use
new tools. That lowers the chance of accidents because people know what to do.
The company rollout will start with training and a good internal communication plan.
This plan will show how the training helps with personal safety and the company's way of doing
things. The company will use posters, emails, and meetings to encourage people to accept the
training. They will collaborate with department leaders to schedule training times, ensuring
minimal disruption to work and allowing everyone to participate. The company will record all
training sessions and tests in its Learning Management System. That system will track the
number of people who complete the training, their test scores, and any training they miss. The

system then provides valuable information to HR and safety teams, enabling them to track
whether the company adheres to safety rules.
To enhance engagement and accountability, each department will name a training
champion. This person encourages people to join, answers questions about arrangements, and
helps the training team and workers communicate. Training sessions will mix live and online
teaching. People will meet in person for activities that require demonstration and observation,
such as learning how to use a ladder safely or wear protective gear. Online lessons cover basic
subjects, such as OSHA rules and how to communicate dangers to others. This method enables
easy access to training and saves money, while also accommodating various schedules and
needs (Noe et al., 2023). After training, managers will receive tools for follow-up, including
checklists to monitor worker behavior on the job. That helps managers support safe behaviors
over time.
Such regular support helps workers use what they learn to act safely at work all the time.
Evaluation Strategy
The training will undergo appraisal with Kirkpatrick's Four-Level Model. Ensuring this
comprehensive and actionable measurement will give a proper measurement of how well the
training works. At Level 1, which is Reaction, people will finish post-training reviews. The
reviews capture their satisfaction with the content, how instructors taught, and whether it
seemed helpful in their daily work. These reviews will contain both numbered Likert-scale
questions and open-ended written answers, providing insight into how much people joined in
and what could be improved (Werner, 2022). Gathering this feedback right away helps rapid
adjustment to future sessions, improving learner experience in real time.

At Level 2 (Learning), a review of learning happens. This review involves quizzes before
and after training, as well as exercises based on scenarios. People will show skills with their
hands; these parts of the review connect to the SMART learning goals. The tools assess a
person's knowledge and understanding of safety rules, as well as their ability to apply new skills
in simulated scenarios. The company sets a level of good performance before the review. If a
person does not meet the basic levels, the company offers more teaching. No worker returns to
their job until they show they can do it.
Supervisors will evaluate Level 3 (Behavior) through direct observations of conduct and
structured follow-up assessments; they do this at 30, 60, and 90 days after training. The
followups determine if workers apply learned safety practices often on the job, especially in
risky situations. Supervisors use standard observation lists to check behaviors like correct lifting
techniques, following rules for personal protective equipment, or handling spills. Departmental
training champions will coach people, which helps change behavior. Feedback loops also help
identify and correct trends where people fail to follow the rules.
At Level 4 (Results), the organization observes its performance information to learn
about the long-term effects of training. Important measures show a drop in OSHA recordable
incident rates and near-miss events. Safety audit scores go up, plus workers’ compensation
claims go down. The company analyzes these measures every three months with the safety,
human resources, and operations groups. This shows both quick and lasting effects of the
training. Findings from the evaluation adjust the training content, how people get the training,
and when it happens - this is part of a cycle that constantly gets better. The program changes as
the organization needs it to and as rules change (Werner, 2022).

Rationale
A company needs this safety training program for several organizational, legal, and
strategic reasons. Employers must provide proper safety instructions to ensure compliance with
federal and state safety rules. If they do not, regulators can cite them. They may face lawsuits
and lose a lot of money. Besides following the law, safety training shows that the company cares
for its workers. This care is now a fundamental part of what workers expect from their jobs.
Employees who feel their employer invests in their well-being often show more job satisfaction;
they also put in extra effort and stay with the company longer (Siu et al., 2020).
A good business reason supports the worth of safety training. Programs with a clear
structure and proper teaching methods bring down the number of accidents and injuries at
work. For example, studies show a 34 % drop in workplace accidents across different fields after
companies used structured safety training, which means fewer injuries and also lower costs for
insurance, less time off work, along with more output (Chen et al., 2021).
Good safety training also helps create a solid safety feeling at work. Studies show this
feeling predicts how well an organization can handle problems, stop injuries, and how well
teams work together. Workers who learn well are not only safer, but they also feel more able to
spot, talk about, and deal with dangers early (Clarke, 2021). This plan also supports human
resource growth by teaching employees at every level the necessary skills and risk management
techniques (Clarke, 2021). As a result, they can make informed decisions about safety and
demonstrate safe practices to others. We will specifically focus on supervisors and front-line
managers to build their ability to lead on safety, reinforcing the training's effect in the classroom
as they show the way and coach others.

Lastly, the training instills safety into the way a company operates. This changes safety
from a rule to a value that everyone shares. When safety becomes part of daily work, rather
than something a company considers later or as a separate plan, companies can better handle
business risks; they also reduce costs and achieve lasting improvements in their performance
over time.
Conclusion
In today’s complex and compliance-driven work settings, where safety training is not an
option, it forms the base of developing people, reducing risk, and making an organization last.
This proposal outlines a structured training program that incorporates research, blending the
following rules with HRD's objectives. The program utilizes the ADDIE model, incorporating
insights into adult learning, and aligns its content with ANSI Z490.1-2016 standards. The training
program helps people learn facts and change how they act. When people put the program into
action with care, roll it out for each department, and check it well using Kirkpatrick's model, the
program does more than help people follow rules. It develops abilities, leadership, and changes
culture.
Sturdy and beneficial safety training does more than just lower injury numbers; it builds
workers who feel they can act, and they understand what they do to keep a workplace safe. It
helps people feel secure in their minds, lowers the number of people leaving their jobs, and lifts
spirits. Supervisors become not just people who make rules happen, but people who help
others think about safety first. As this paper showed, spending money on safety training in a
planned way is needed to guard people, save supplies, and do a job well. Future work should
explore ways to deliver training with technology and assess its long-term financial impact, which

ensures the program continues to meet workers' evolving needs. Creating a safety culture that
acts before problems happen is not just good business; it is a moral duty.
