The two main objectives of a health delivery system are to enable that all citizens receive healthcare
services whenever it is needed and the second objective is to deliver services that are cost-effective and
meet certain pre-established standards of quality (Shi, L., & Singh, D. A., 2019). The United States does
not have a universal health care delivery system that is enjoyed by everyone, which brings in “managed
care”, which is a system of healthcare delivery that seeks to achieve efficiency by integrating the basic
functions of healthcare delivery and employs mechanisms to control utilization of medical services, as
well to determine the price at which the services are purchased and consequently, how much the
providers get paid (2019).
The 10 characteristics of the U.S. health care system is:
No central governing agency and little integration and coordination
Technology-driven delivery system focusing on acute care
High on cost, unequal in access, average in outcome
Delivery of healthcare under imperfect market condition
Legal risks influence practice behaviors

Access to healthcare services is selectively based on insurance coverage (Shi, L., & Singh, D.
A., 2019).
ACOs are the most commonly described as groups of physicians, hospitals and other healthcare
providers that join as one entity to take responsibility for improving the quality of care for their patients.
Doctors and other providers within the ACO work together to coordinate care using HIT, care
coordination staff, enhanced communication among a patient’s various providers and with patients
themselves, as well as other initiatives (Summers, L., De Lisle, K., Ness, L., D., Kennedy, B., L., &
Muhlestein, D., 2015). Improved coordination between a patient’s primary care doctor and other
specialty care providers help to ensure that patients are getting the right care, in the right place, at the
right time (2015).
ACOs have the potential to transform how care is delivered and paid for so that patients receive higher
quality, patient-centered, timely, and well-coordinated care. Patients in an ACO receive their care from
hospitals and physicians that are rewarded for keeping their patients healthy by delivering the right care,
in the right place, and time. For patients, the real change to their care experience will come from how
care is coordinated on the front end and how far along the ACO is in developing innovative care
integration and patient-and-family-engagement strategies (Summers, L., De Lisle, K., Ness, L. D.,
Kennedy, B., L., & Muhlestein, D., 2015).
Being able to have access to comprehensive, quality healthcare services are very important for
promoting and maintaining health, preventing and managing diseases, reducing unnecessary disabilities
and premature death, and achieving health equity for all Americans. Access to health services means
“the timely use of personal health services to achieve the best health outcomes” (HP, 2020).
In verse 3 John 1:2 it teaches us “Beloved, I wish above all things that thou mayest prosper and be in
health, even as thy soul prospereth”. This verse speaks so much truth on how we should do well in life
and take care of ourselves and let the Lord use us and guide our steps and in order to take care of our
loved ones or those who are need we must be able to take care of ourselves and fulfill the works of our
Lord and Savior.

I agree the two objectives of the health delivery system are providing cost-effective care
and improving access to quality care. In the US, despite ACA increasing insurance coverage and
access to preventive care, its delivery systems lag compared to other developed countries in
achieving the two objectives because the cost coverage continues to increase. Thus, policymakers
and health care administrators have to develop individual-centered frameworks to achieve the
objectives. From the ten characteristics of the US health delivery system, managed care is
dominant. This type of care runs the risk of increasing care costs than the premiums collected.
Thus, to improve future delivery systems, payment, financing, delivery services, and insurance
activities must improve patients` experiences and high quality of care. The third characteristic you
have discussed explains explicitly why the US lags in population health compared to other
developed countries. This is because uninsured citizens are expected to meet health costs from
their pocket basis, which makes them wait until they develop complex health conditions that can
receive care in emergency departments. As Sinaiko et al., (2019) notes, disparity and inadequacy
are the critical hindrances of access to primary care in the US.
It is true ACOs are important since they empower physicians to become experts in
providing high-quality care. Improved coordination in these organizations enables physicians to
work efficiently hence transforming clinical outcomes. ACOs also help reduce the cost of
fragmented care and improve patients` experiences (Lewis et al., 2019). This means that since, in
ACOs, physicians are rewarded for improving quality of care, their provision of timely and well-
coordinated patient-centered care transforms clinical outcomes. In 3rd John 1:2, the bible mentions
that God wishes human beings good health as the soul also gets well. This affirms that health
administrators should ensure the patient population receives high-quality care since they have
capabilities and knowledge.
