ORGANIZATION ASSIGNMENT INSTRUCTIONS
OVERVIEW
A mission statement, vision statement, strategy statement, and direction statement are
foundational elements for the success of an organization. As a formal written document intended
to capture an organization's unique and enduring purpose, practices, and core values, the mission
statement is considered to be critical to organizational success of and is the starting point of
every strategic management initiative. For this assignment you will develop a values statement
for your selected healthcare organization. Values illustrate the core of what we, as individuals or
communities, hold to be intrinsically important and desirable. These values guide the choices and
preferences for specific outcomes. Organizational values describe what is important to the
function and success of an organization. Goals, often formulated in a mission statement, further
state or clarify those values. Organizational values are relevant to decision making.
After reading chapters 6–8 of the Moseley text, you will select one of the following healthcare
organizations in Middleboro to focus on for the remainder of the course:
Case 5: Webster Health System
Case 6: Midcare, Inc.
INSTRUCTIONS
Each student will write a minimum of a 10-page report, in current APA format, (excluding title
page, references, etc.). Your report must be supplemented with research from your textbook, the
cases from the course text, peer-reviewed references, and other quality sources to determine
answers and/or solutions. Note: A minimum of 10 scholarly (peer-reviewed) references must be
used that support your responses in the paper in addition to the textbook.
Use of scholarly sources is an expected attribute of academic university course work. Being
able to distinguish between journals (scholarly sources) and magazines (non-scholarly sources) is
important since content in a journal is considered more authoritative than a magazine.
The authority and credibility evident in scholarly sources will contribute a great deal to the
overall quality of your papers. The major advantage of citing peer-reviewed articles is that they
provide a trusted form of knowledge; this trust is particularly important in your assignments
when you need to support your statements with literature. Using scholarly sources also means
that you are using sources that are aimed at your readership level as a university student.
What is a scholarly source? Scholarly sources (also referred to as academic, peer-reviewed, or
refereed sources) are written by experts in a particular field. These resources will provide the
most substantial information for your assignment papers. When a source has been peer-reviewed,
it has undergone the review and scrutiny of a review board of colleagues in the author’s field.
Sources for Scholarly Resources. Look for publications from a professional organization. Use
databases such as JSTOR that contain only scholarly sources. Additionally, use databases such as
Academic Search Complete or other EBSCO databases that allow you to choose "peer-reviewed
journals". Use university libraries and apply ‘peer reviewed’ as a search criterion. Examples of

a. In this case study, an example of a critical issue faced by the healthcare
organization might be the lack of behavioral health services offered at Webster
Health System. You might support your discussion of this issue with peer

i. The presence of adequate behavioral health services is a critical healthcare
need for communities. Shalev et al. (2020) mentioned that individuals
living with serious medical illnesses who suffer with behavioral health
issues often have two or more diseases or medical conditions at the same
time. The current healthcare labor force is poorly prepared to address the
difficult needs of these individuals (Shalev et al., 2020). Webster Health
System lacks behavioral health services and according to Biel et al. (2019)

i. Biblical compassion speaks to what Christians should do to better make
sure people are well taken care of. Traditionally, Christians have been
very involved with health care. Jesus reminded His followers to take care
of those who cannot care for themselves (Matthew 25:40). As a healthcare
leader/manager how might you demonstrate the Biblical worldview of
compassion regarding the cost, access to care, and quality of care in your
local healthcare organization? In compassion, Christians should be
involved in helping provide high quality, low cost care to those in need.
The moral compass of a follower of Christ should always be in accord
with the right understanding and belief of our duty to display a merciful
and compassionate love for our neighbor as we endeavor in unity to
achieve the common good for all in our community.

companies. As a healthcare leader/manager how might you
influence the federal government (Congress) to focus on laws that
promote a local level system where individuals have motivation to
keep their costs low because they are paying, and keep the quality
high because they are using what they are buying?

I. Develop an action plan progress review for at least one aspect of the strategic plan for
your organization. The action plan you developed to review your business strategy should
list the metrics you will track and be supported by peer reviewed literature. For example:
a. One aspect of the strategic plan for my organization to be reviewed is determining
if the addition of behavioral health services improved access to care. To
determine this, I will conduct a SWOT review. According to Iraci (2021) an
organization must understand its current situation. This involves collecting data
for analysis and completing a SWOT (strengths, weaknesses, opportunities, and
threats) analysis. A SWOT assessment is a strategic planning tool that helps an
organization identify opportunities by exploring the internal and external
operating environment, the competition, risks, and barriers (Iraci, 2021).

Every organization needs to define what and where it expects to be in the future. An
organization's executive team determines an organizational direction. It ensures that the company
remains in the right direction and that its activities and operations align with its mission, vision,
value, and strategic statements. In the current changing and competitive environment, an
organization should adjust the predefined direction to match the changes in the market. As such,
Webster Health System has a clearly defined direction which assists it in maintaining its
affiliation and continues offering care for the people of Middleboro.
Mission Statement
The facility is committed to offering quality professional care to the community in a

Strategy Statement
The current and future plans of Webster Health System revolve around behavioral health.
It is an important focus since many people require different services for personal reasons.
Concerning this, the facility plans to dedicate one of its units to cater for drug and alcohol-
addicted patients. This is a major addiction that people of Middleboro are struggling to deal with,
especially among the youth. Webster aims to help willing individuals to overcome and recover
from drug and alcohol addiction (Seidel & Lewis, 2017). Even though separating attention units

for these patients may take a long time, the focus will remain on helping those in need of getting
out of addiction. Webster Health System aims to hire extra credible therapists and psychiatrists
and add more private rooms to make care provision for drug addicts easier. The health facility
aims to ensure that all individuals here receive high-quality services and much privacy.
Another focus is modifying the available semi-private surgical beds to make them fully
private. It means there will be more new private rooms and private surgical beds. The estimated
cost is one million dollars for new private rooms with the cost of 425000 dollars per room. As
such, Webster Health System must develop a budget that will accommodate these goals.
Specifically, the budget must cover the salaries of the anticipated additional staff, new
equipment, beds, and construction costs. The hospital must achieve these goals since it expects
many patients and wants to ensure they receive quality care.
Direction Statement
Webster Health System focus on strengthening and diversifying revenue streams to align
with the strategic plans and the quality insurance system. This will transform it into a learning
space to promote medical education for future healthcare professionals. It also focuses on
optimizing strategic partnerships with other organizations to promote regional healthcare
provision.
Value Statement
The major value is compassion. Being compassionate is the driving force of Webster's
caring culture. The facility is compassionate for the injured and sick and has an overall concern
for all healthcare needs. The facility is committed to serving patients and its employees with the
kind of compassion one would receive from the family. Respect is the second value. All the
service providers attend to the patients respectfully, regardless of their background or social

The biblical worldview of compassion and stewardship stresses the need to care for
individuals in need and show empathy to those suffering and hurt feelings. Stewardship stresses
explicitly on the appropriate and efficient use of available resources. The mission, vision, and
strategy statement of Webster Health System portrays compassion and stewardship. The facility
aims to big a patient-centred care facility with quality care services which show compassion. It
focuses on having new private rooms, which shows it has to manage the available resources,
which shows stewardship appropriately.
Critical Issues
Currently, Webster Health System is facing several critical issues, and if nothing is done,
it will still face them in the future. One of the issues is that the facility cannot handle patients
requiring a high level of care. When it receives patients requiring a high or special type of care,
Webster Health System must liaise with Osteopathic Medical Center to transfer the affected
patients (Mosely, 2018). This creates room for complicated situations, considering how the area
has poor travel modes due to its terrain. Middleboro's main highway is closed about three times a
year due to inclement weather conditions. Even though it has helicopter services to transport
emergency patients, helicopter flying is also affected by weather issues such as snow, fog and
strong winds. It results in delayed treatment for the patient, thus worsening the condition and
possibly resulting in extreme death (Mueller et al., 2019). Another effect that comes with seeking
transfer is a negative impact on the hospital's reputation, which may cause the community to lose
trust from the community. As such, there is a decline in the patient volume, as they prefer

directly going to the hospitals where they will be transferred. There is also much workload for
the healthcare staff as they have to coordinate the transfers with the other hospitals, affecting the
quality of care given to the remaining patients (Mueller et al., 2019). Therefore, something must
be done to ensure the hospital's reputation is not tainted and does not affect the quality of care
provided to the patients.
The second critical issue is the facility's lack of behavioral health services. Despite some
imitations, the hospital is currently contracting these services from another facility. It has a
contract with two mental health service providers only for inpatient psychiatric care, specifically
emergency cases. There is a limitation on the inpatient days due to the demand for these services
in the two facilities. This, therefore, raises a concern about the safety and quality concern for
mental health patients and others who require services in the emergency unit (Shalev et al.,
2020). It means that some mental health patients are held in the emergency rooms for some days
or hours when the facility has reached the limit of mental health patients in the contracted
facilities. It means the emergency will have to request more beds from other units for mental
health patients, thus affecting operations. Also, there are increased chances of self-harm or harm
to others from mental health patients (Biel et al., 2019). Usually, these patients require
immediate treatment when they get to the hospital, as not all are calm. Thus keeping them
waiting may make them harm even the service providers. Thus, this will affect the quality of care
given to non-mental health patients. Therefore, there is much need for Webster Health System to
address the issue to ensure better quality services for all patients.
The high cost of hospital supplies is a third critical issue affecting Webster Health
System. The facility is affiliated with the Osteopathic Hospital of America, which requires it to
receive all its medical supplies via it (Mosely, 2018). As such, these supplies come at a very high

cost. The facility is forced to increase its healthcare costs to pay out-of-pocket patients and from
the insurance companies to cater for these high costs. The affiliation makes the facility lack the
flexibility of getting supplies from other affordable suppliers. High medical supply costs increase
the chances of reduced quality care (Moons et al., 2019). Usually, when a facility is paying high
costs for medical supplies, it may cut the budget on other services, affecting the quality of care
provided. For example, the facility may lack a proper budget allocation for medical equipment
upgrades affecting the level of care provided. As such, Webster Health System should consider
reassessing its affiliation with the Osteopathic Hospital of America to allow it to have some
flexibility in its procurement process, such as seeking affordable alternative suppliers based on
its financial health. This will help reduce healthcare costs, thus, attaining its mission of being a
patient-care-centred facility.
The last issue is also connected to Webster's affiliation with the Osteopathic Hospital of
America. The affiliation limits the facility from having its chief information officer. It receives
all the information services via the Osteopathic Hospital of America, so no information expert is
onsite to attend to urgent information issues. June Taylor, the vice president of the
Administrative Services, stated that its present arrangement with the Osteopathic Hospital of
America on information consulting services has been good (Mosely, 2018). He stated that the
allocated experts and contractors adequately and promptly respond to information needs.
However, this may cause adverse effects supposing the contractor is unreachable. To prevent the
effects that may come with the contractor not being reachable, Webster should negotiate with the
Osteopathic Hospital of America to have an onsite chief information officer. Alternatively, the
facility should have an emergency plan indicating what to do in case the allocated contractor is
unavailable (Daneshmandnia, 2019). Among the four critical issues, the issue of being unable to

handle patients that require a high level of care and lack of behavioral health services within the
facility are the most critical.
Key Stakeholders within Webster Health System
Strategic management is the main component in developing and implementing long-term
goals and objectives to guarantee the success of an organization. To have effective strategic
management, various stakeholders from all organization levels must participate (Petkovic et al.,
2020). Including stakeholders in strategic management aligns with the biblical view of planning.

with many advisers will excel. As such, it is essential to consider including several stakeholders.
For example, there should be a representative from the legal counsel, human resources,
marketing, procurement, and executive team, where all will come with different skills, ideas and

representatives from all organizational levels to work as a team yield prompt strategic success.
However, success is realized when the right people are selected for the job. In cases
where the selected people lack expertise and skills in a given field, there will be a lot of delays,
failures and wasted time (Petkovic et al., 2020). In this case, the major stakeholder is the
Osteopathic Hospital of America, which is affiliated with Webster Health System (Mosely,
2018). It is the major representative in the planning and implementation phase and gives it its
strategic planning consulting services for free. It has competent experts in strategic planning who
boosts Webster’s strategic management process. The second major stakeholder is from Webster's
executive management team. Dr Taff, the president of the facility's medical staff, must
participate in the implementation phase. He has excellent skills in the human resource sector,
thus, will effectively manage the hospital staff for a smooth implementation process (Mosely,

2018). He will also oversee the process of hiring new staff to fill new positions, thus enhancing
the facility's success.
The third major stakeholder should be one Webster family member to participate in the
planning and implementation phases. The Webster have been major financial partners towards
the facility to ensure smooth operations (Mosely, 2018). Taking part in the two phases will
provide the family with a clear insight into the facility's financial requirements to ensure that all
the strategic plans are achieved as planned. A fourth stakeholder from the facility is the chief
financial officer, who is also in charge of administrative services. June Taylor is in charge of a
crucial part of the organization and thus should be present. This includes her opinions regarding
the strategic plans concerning maintenance, business office and housekeeping departments. The
clinical services vice president Gretta Schmidt should also be part of the team (Seidel & Lewis,
2017). Gretta Schmidt knows how other organizations plan and implement their long-term
strategies, as she is from MIDCARE.
Now that the organization have plans for a new behavioral unit, there is a need for the
marketing expert, David Story, to be part of the implementation face. This will assist in setting
effective marketing strategies for the unit. The last stakeholders must be representatives from the
clinical staff, medical staff, middle management and administrative staff. Including them in these
phases shows they are recognized as valuable assets of the facility and thus will be committed to
attaining the planned long-term strategies (Mosely, 2018). All the stakeholders have interrelated
roles that will lead to the successful planning and implementation the strategic goals and
objectives. Having representatives from all the departments will ensure that all departments work
to attain these objectives. It will be easier for these departments to interact to offer integrated and
coordinated healthcare services.

Community/Population Health Benefits
Successful strategic planning within Webster Heath System will improve overall health
care for the people of Middleboro and the entire residents of Hillsboro County (Seidel & Lewis,
2017). The community will benefit from reduced healthcare costs by reviewing its financial
health and how to use the available financial resources. Introducing a new behavioral unit will
improve health outcomes, especially for patients with mental problems. Successful strategic
planning will generally result in improved patient satisfaction as the facility will be able to offer
various services.
The healthcare managers at Webster and Osteopathic Hospital of America may show
compassion by enhancing equitable access to quality health care for individuals in Middleboro
regardless of their health condition or social or economic status (Seidel & Lewis, 2017). They
must ensure that the medical, clinical and administrative staff attend to all patients with dignity,
empathy and respect. This will end up creating positive health outcomes and enhancing patient
satisfaction. The facility may also consider collaborating with other community-based healthcare
organizations and faith-based teams to offer charity and help address health issues in the
community. Regarding stewardship, hospital administrators should consider lowering healthcare
costs. It can achieve this by applying cost-effective clinical practices to increase efficiency. It can
also push policies enabling healthcare facilities to keep healthcare costs low and with high-
quality care. By doing so, the organization will have acted as per the biblical teaching in the
book of Mathew, chapter 25, verses 40, that one should take care of those not in a position to
care for themselves.

An Action Plan Progress Review
One aspect of the action plan for Webster Health System is enhancing marketing
effectiveness for the new behavioral unit. To determine this, I will use track metrics such as
conversation rates, website traffics and social media engagements now that is an increased
number of internet users. These are essential tracking metrics in evaluating how digital
marketing campaigns are effective, thus enhancing the marketing goals. The second aspect is
evaluating patient satisfaction (Karaca & Durna, 2019). To determine this, I will use written and
phone surveys where they will give their views if they recovered from their health issues and did
the health care services received met their expectations. This progress review will assist in
improving decision-making in the facility, thus improving healthcare operations.
Annual Strategic Planning Process
A good planning process requires adequate thought and research about the anticipated
goals (Kabeyi, 2019). A great percentage of Webster's planning revolves around expanding the
facility and thus requires a well-thought structure. The planning process will be done in four
phases. The first phase will focus on reflecting and forecasting, which may take two months. In
this phase, the major focus areas will be defined considering the social, political and economic
aspects of Hillsboro County. The second phase is for financial planning to run for three months.
The focus will be on funding ideas to determine a budget. There will also be assessing whether
the sources are short- or long-term. The third phase will align actions with the funding results for
two months. There will be a risk assessment ad review of long-term financial plans. The fourth
phase will take three months. It will involve consolidating ideas, plans and budgets together,
ready to operate to achieve the anticipated goals.

Balanced Scorecard
A balanced scorecard enables an organization to measure and track its progress towards
meeting its goals. In Webster Health System, the balance card will help align the organizational
performance with its mission and vision to enhance continuous improvement. Its major benefits
are that it aligns performance with the set goals and measures the key performance indicators,
which assist in identifying areas of improvement (Amer et al., 2022). It also assists a healthcare
organization in making data-driven decisions.
