category or a Certificate of Authorization (COA) that established a wide spectrum of
controls and limitations for specified UAS operations. COAs have typically only been
available to public agencies, thereby excluding commercial operations. Until this need
was addressed by the interim regulation, the COA process played a vital role in airspace
access for those operating UASs defined under 14 Code of Federal Regulations (CFR) as
public aircraft. To date, if a proposed public use operation falls outside the allowances of
any regulation, then the implementation of the COA process may still be necessary. Thus,
the COA process is expected to continue to play a role in UAS operations in the
foreseeable future for public operations that fall outside the constructs of 14 CFR

the next iterations of sUAS regulations, hopefully within 20years. The proposed
modifications to the existing rules may become more flexible to allow routine expanded
operations (i.e., Operations Over People) with sUAS in the NAS. The large UAS
regulations will be somewhat more complex and are several years from fruition. There is
a substantial increase in complexity inherent with operating large UASs in the NAS.
However, since large UAS are more closely align with traditional airframes, access to the
NAS for government entities operating larger platforms has been possible. For instance,
