This quote comes from a conversation between Leto and Paul before they depart from Caladan for Arrakis. In this conversation, Leto tries to placate some of Paul’s concerns about the trap that is being laid for them on Arrakis. Leto believes that he can overcome whatever designs the Emperor has in store for him and walks into Arrakis being fully aware that it could be his end. Leto tells Paul that the only justice that exists is that which they create themselves.
