If rating sources do not agree, how can we assert that 360s reduce bias? If the measure had validity and reliability shouldn't sources agree on competencies such as "communication"?
If sources of rating do not agree, which source is accurate? How can you make an administrative decision about promotion, raises, demotions, and layoffs if there is low validity and reliability? See attached study about politics.
