Write a 3–4-page analytical paper that evaluates the effectiveness of policies designed to deter terrorism.

In this paper, address the following:

1. Use the following five measures used to evaluate the effectiveness of anti-terrorism policies:

• Have attacks been stopped?
• Have attacks been deterred?
• Have the impact of attacks been reduced/mitigated?
• Are the strategic systems more effective?
• Are the strategic systems more efficient?

NOTE: Strategic systems are developed in response to critical issues that need to be addressed, such as anti-terrorism policies.

1. Apply those measures to specific policies (e.g., Patriot Act). Provide examples and details.
2. Analyze and then evaluate the effectiveness of those policies. Are they working, based on the measures you used? If not, why not?
3. Answer the following questions based on your analysis and evaluation:

• Is the DHS properly organized to deter terrorism?
• Is the Intelligence Community (IC) properly organized under the Office of the Director of National Intelligence (DNI) to deter terrorism?
• How effective, and efficient, are federal government terrorism deterrence polices?
