A 5-6 page paper interrogating a dysfunction of the criminal justice system that fosters social inequality, cruelty, and/or unintended consequences.  Must be specific and detailed in the description of the phenomenon, including its history, policies and practices, any important court rulings and/or laws associated with the phenomenon, etc.  Based on the readings in Garland, give one (or a few) theoretical interpretation(s) of the practice(s) in question.  What alternatives to this/these practices might exist? Be specific. Are these alternatives in practice elsewhere? If so, describe in detail where, how, and what outcomes have manifested as a result.
