I would agree with your assessment that change can be an easier transition for organizations that are more flexible to change. However, I am not sure this is the authors position when discussing the challenges faced by the Army. For instance, the authors discuss the "steep learning curve" faced by military leaders when creating and facilitating these "uncomfortable" conversations (Doty & Sowden, 2009).
Using the Kotter model of leading change explained in the article, how does the Army move from Establishing a Sense of Urgency (what is the urgency) to Anchoring this new approach in the culture. What has to change culturally? Not just within the training and education system.
