We cannot stop all lone wolves, and their ability to do mass destruction will increase as they gain access to powerful, miniature, and therefore hard-to-detect weapons. For example, a suicide bomber on a  parking-lot shuttle bus to an airport terminal could merely reach into his or her jacket's vest pocket and open a vial of highly communicable airborne pathogen such as smallpox, thereby infecting all the passengers bound for many places. What should we do?
