Trust from the public is essential for the government to work.  Perception of the government and its employees and officials is what influences this trust.  

For this assignment:

1.  Define "appearance of impropriety."

2.  Why have more and more public entities included an "appearance of impropriety" standard in their codes of ethics?

3.  Create a hypothetical situation demonstrating how an appearance of impropriety situation might arise.

4  Explain how this hypothetical situation will affect the public trust?  

5.  Do you think having an "appearance of impropriety" standard for public officials and employees is fair?  Why or why not?
