Part of being an effective leader is anticipating the future and the possibilities of what could be.  The public administration field is awash with ideas for reform, change, and improvement so that citizens are more engaged in the policy process and so that public administration leaders are more effective stewards of the public trust.  A wise leader must base the possibilities for change and innovation upon the guiding principles of a Biblical worldview.
