Serenity: The events of the cold war had major implications for transnational intelligence. By far, during the first few decades of its inception, the Soviet Union and related entities accounted for over half of the U.S intelligence budget and resources. So naturally, after tensions died down between the U.S and Soviet Union, citizens were longing for a reallocation of resources which would allow the U.S to focus on the needs of the nations. Which did occur since the spending on U.S defense became as low as 4.6 of the U.S GDP. Another implication that might have jeopardized national security was that other remaining issues were of less importance than a nuclear Soviet Union. The last implication was that there were only a few attempts (which failed) to make our U.S national security more cohesive.
Cyberspace conflict has many terms and has evolved over the past two decades. The issue with intelligence in cyberspace is that since it is a relatively new concept there is not much policy on conflict in cyberspace. Cyberspace can be used in intelligence because it can be used as another source of important information. As Google and Apple become stricter on privacy and encryption, accessing this information may prove to be difficult. Terrorists and cybercriminals are also becoming more and more tech savvy, making it hard to adjust to such an ever changing landscape. One major moral and ethical concern is the role of intelligence during war and peace times. It seems that during times of ‘peace’ between hostile nations, intelligence officials are then used as means of virtual combat without any physical battles like the Cold War for instance. Which calls to question then, if Nation A assumes that nation B is threatening them with war, does Nation A have the right to gather intelligence before any actual war occurs under the premise of self-defense?

Juan: The containment policy after WWII meant stopping the Soviet Union from expanding its communist ideas to other countries. This was accomplished by making other countries wealthy and powerful enough that they would not be tempered by the communist party. Contain and threats from other nations can be overwhelming from the intelligence perspective. The concept of containment requires you to know almost everything relating to your enemy. Gathering information on the enemy's vulnerabilities and how to exploit them is very important.
Cyberspace and cyber threats are relatively old concepts but the consistency in which adversaries use them to launch attacks is new. Cyberattacks can be launched to disrupt operations, steal sensitive information, and much more. The intelligence community has to learn how to protect against it but can also conduct similar covert operations to gain information. The most pressing ethical and moral issue that the intelligence community faces is how far are they willing to go to achieve the end state. Throughout time there have been many instances in which the manner intelligence is gathered has been questionable, hence the torture cases of prisoners in Guantamano Bay.

Quentin: Response time to a suspected or confirmed biological attack or event is paramount to the successful containment and management of this particular incident. This is where preparedness comes into the discussion. Local and federal health official will immediately know how trained and competent an area is by the way their initial reactions move towards resolving such an issue. Seemingly, local EMS and law enforcement should be the first on the scene, and this would be to cordon off routes and personnel from the contaminated area. Federal officials and members from agencies like The Department of Homeland Security (DHS) and The Federal Bureau of Investigation would soon arrive, coordinate with local authorities and then assume command while employing the local government from a Centralized Operations Center. The Center for Disease Control would begin assessing medical requirements and work closely with local EMS and departments to begin contract tracing and identifying the ease of transmission of a particular disease. This includes stockpiling medicines and vaccines associated with the disease. This will help mitigate the transmission and mortality rate of the disease. Emergency rooms and its personnel would be put on notice of a attack.
Officials on ground would begin implementing the starting set up of the National Incident command System as well as the Incident Command System. NIMS would manage the incident as ordered by the Department of Homeland Security. The Federal Bureau of Investigation would manage and control any area that was deemed a crime scene or a any sight where terrorist activity is suspected. The government has signed an initiative to get medication and vaccines to the site within 48 hours.
As always, the better the response to a suspected biological attack directly affects how well the recovery and return to normalcy of an area will be. This tells the level of training in all levels. Patrick: Local emergency managers and response organizations from different jurisdictions will all play crucial roles in coordinating the response and investigation efforts of a scenario much like the one mentioned above. The NIMS and ICS would provide a framework for managing the incident and ensure that communication and coordination between the multiple agencies and organizations was handled effectively and appropriately. The Unified Command would then facilitate all of the collaboration between the agencies and organizations across the multiple jurisdictions. For example, members from local health departments, local law enforcement, FBI, state Bureau of Investigations, and joint terrorism task force would all work together to make decisions on how to move forward in regards to this case and making sure all needed resources are gathered. The National Response Framework would be responsible for guiding the overall response and coordinating national response for the whole incident. The NRF would also provide structure for using all needed resources and capabilities from the various levels of government and non governmental organizations. The agencies that would be in charge of the response for this scenario would be the local health department and local law enforcement. The agencies that would be involved in leading the investigation would include the FBI, the state Bureau of Investigations, and the joint terrorism task force.
