Need Help with a law discussion- Must be in Bluebook format - 400 Word Count 1 scholary reference

Charles Colson and Daniel Benson argue in "Restitution v  Imprisonment" that programs of restitution by offenders to their victims  should be instituted on a wide scale as the primary means of dealing  with criminal behavior. Is this argument persuasive to you?
