You are the vice president of human resources. Your company is in the process of setting up an IT center in India. Your peers in top management have asked you if they should look only at internal candidates who are parent (a/k/a headquarters) country nationals (PCNs) or recruit host country (local) nationals (HCNs); or do a combination of internal transfers and outside local country hiring. Also, they want to know what the salary budget differences would be. Conduct academic research on international salary comparisons between US and India salaries. In a 2-3 page report, prepared in APA style with at least two references, do the following:

• Evaluate the three choices for staffing the center as to pros and cons.
• Provide your recommendations to the top management team on which one of these approaches you think is best for the company and why.
• Explain what you believe the salary budget differences will be by selecting your approach as compared to the other two approaches.
