HSIN SUPPORTS PROMPT RESPONSE TO BOSTON MARATHON BOMBINGS
HSIN Connect provided continuous, secure information sharing between more than 400 individual, multi-jurisdictional intelligence officials nationwide, on-demand, from the first operational period of the response to the bombings at the Boston Marathon. This capability was important to ensuring awareness and coordination between DHS Office of Intelligence and Analysis (I&A), fusion center and state and local law enforcement officials during the ongoing investigation. HSIN also provided a secure, trusted platform for the sharing of documents and general updates between DHS National Protection and Programs Directorate (NPPD) and trusted members of the private sector through the National Infrastructure Coordinating Center (NICC). Further, the HSIN Help Desk supported an unprecedented number of requests for the use of HSIN resulting from the Boston bombing incident.
The day after the bombing, the Help Desk fielded 1,200 individual calls. In the week that followed, the Help Desk responded to more than 5,000 service requests. Typically, the Help Desk gets 250 inquiries per day or approximately 1,750 inquiries a week. Before Boston, the most calls Help Desk had received in one day was 500 during the Deep Water Horizon Oil Spill.
HSIN provided all these services while in the midst of its migration to the new, HSIN R3 platform, successfully completing the cutover of large communities of interest throughout this operational period.
The HSIN Help Desk effectively resolved more than 5,000 service requests in the week after the bombing, ensuring quick and secure access for users nationwide.

Since 2013, HSIN has played a major role in the Super Bowl’s planning stages and operational support by successfully providing real-time information sharing solutions. This ongoing work enables first responders to protect thousands of spectators and participants while they enjoy one of the largest and most watched public events in the world.
Over the years, HSIN Mission Advocates have been part of the planning process with local, state and federal officials to help provide multi-agency collaboration in support of related events and the actual Super Bowl. In 2017, HSIN supported its fifth Super Bowl when the Falcons faced off against the Patriots at NRG Stadium in Houston, Texas. During the event, HSIN Connect rooms were set up and maintained to coordinate the sharing of real-time information between homeland security and public safety personnel directly supporting the event, and Mission Advocates were on site to provide hands-on support. The Houston Police Department and the Houston Regional Intelligence Service Center used HSIN to collaborate and share information with partners from DHS, the FBI and other agencies during the event.
Having demonstrated best practices, strategy and mature approaches for planning and support, HSIN’s continued involvement with the Super Bowl has allowed host cities to see, first-hand, the enhanced and seamless collaboration HSIN can provide homeland security partners.

Homeland Security Information Network (HSIN) National Situational Awareness Room capabilities are now routinely utilized during events and crisis ranging from National Football League Super Bowl games and state inaugurations to active shooter situations and severe weather. In the past two years, HSIN event and incident support has more than doubled to support emergency managers, law enforcement officers, intelligence analysts and other public safety officials relying on HSIN to support critical information sharing.

The unprecedented attacks on law enforcement officers in Texas, Missouri, Georgia, Michigan and Louisiana over the summer of 2016 resulted in the death of five officers and the wounding of other officers and bystanders. These events revealed a need for law enforcement and authorities across the country to share intelligence information real- time and coordinate action. To respond, authorities used the National Situational Awareness Room, or National SitRoom.
The National SitRoom and HSIN are available to a National Network of 78 Fusion Centers and its partners, locally operated by states and major cities to quickly share information during significant events. For example, multiple users can share screens, present briefings, provide real-time updates, and incorporate live video for situational awareness.

Texas is home to more than half of the United States’ border with Mexico. Along this 1,200 mile span, human and drug smuggling operations and related criminal activity are a constant concern. To combat these issues, the Texas Department of Public Safety is using HSIN to help lead a multi- agency effort known as Operation Strong Safety (OSS) to increase the patrol presence in areas with the greatest need.

HSIN is making it possible for commanders involved in this project to access information and live video from officers on the front lines. With more than 45 different agencies working together as part of OSS, HSIN enables officials to reach the right people with the right information at the right time.
OSS brings together air, ground and marine saturation patrols to coordinate efforts and disrupt the activities of transnational criminal gangs working in the areas between the official ports of entry. This type of intense collaboration requires transparent communications across participating agencies.
Using HSIN, intelligence analysts are able take real-time feedback from field patrols, provide strategic analysis and share that information simultaneously with officials from every agency involved in the operation.
Beginning in June of 2014, OSS was originally intended to be a 3-month surge. The tremendous success of the operation has led to an ongoing operation that is having a positive impact in a high-risk border region. In early 2015, the area of operation was extended to cover the entire 1,254 miles of Texas-Mexico border.

HSIN ENABLES INTERAGENCY COORDINATION DURING PLANNING AND OPERATIONAL PHASES OF CONVENTIONS
Every four years, the major political parties bring together delegates from across the nation to formally nominate their party’s candidates for president and vice president as well as adopt their party’s platform and rules. In addition to the thousands of delegates and party officials, thousands of demonstrators also converge in hopes of getting their messages heard. For the 2016 Democratic and Republican National Conventions, HSIN worked with key stakeholders to support operational information sharing and ensure they were able to maintain situational awareness.
Incident Tracking At the Republican National Convention, the numbers demonstrated the complexity of event security operations for a national political convention. More than 650 HSIN users from over 70 agencies used HSIN to support multiagency collaboration among 15 operations centers in both Cleveland and Columbus.
Private Sector Coordination In addition to the HSIN community that was used in operation centers to support overall situational awareness and incident tracking during the Democratic National Convention, agencies such as the Delaware Valley Intelligence Center also relied on HSIN to support their individual mission objectives.
“To provide focus for the various types of communication required,” said Stacy Irving, senior advisor for Homeland Security Planning, Programs and Strategic Partnerships with DVIC, “we opened up separate rooms for law enforcement information sharing, special event support and social media monitoring for situational awareness. However, we also wanted to support our business community and provide them with a forum that would enable an open dialogue with real-time updates so the private sector could have access to critical information to avoid disruptions.”
Using a dedicated space, the DVIC provided confirmed information on proposed street closures, traffic detours, and the location, size and direction of public demonstrations—all in real time for close to 50 different businesses and organizations.
“For [our private sector partners] ,” continued Irving, “our Business Operations Center became a one-stop-shop where businesses could rely upon us to confirm or disprove an idle rumor was invaluable. They could then go back to their executives, managers and workforce to make appropriate and informed decisions for business continuity.”

Since HSIN began supporting the Waste Management® Phoenix Open in 2011, the HSIN Program has played an integral part of event security for Scottsdale public safety professionals and key strategic partners with secure information sharing. HSIN plays a vital role in the delivery of safety and security services to nearly 600,000 fans, touring pros and tournament staff. As the largest attended and the fourth oldest Professional Golfers Association tournament, the Waste Management® Phoenix Open presents a unique set of challenges to public safety officials. In terms of attendance capacity, the 16th hole alone rivals many professional and collegiate basketball arenas accommodating nearly 20,000 people.
Useful, Real-world Information Scottsdale public safety professionals use HSIN to track emergency service calls. Geographical information system (GIS) mapping highlights response “hotspots,” including areas where large numbers of people are congregating or greater numbers of incidents are occurring. Mapping of all service calls improves situational awareness and enables swift action by public safety officials resulting in decreased response times. Tactical information such as weather, traffic patterns, safety and incident information and medical response requests are posted to HSIN and updated in real time.
Incident action plans, the previous day’s incidents, layouts of each day’s events, personnel schedules, contact information and known threats are also shared through HSIN giving key
decision makers the useful information they need to make strategic decisions.“Police officers and firefighters can access critical event information from remote security, traffic and medical posts across the tournament venue. HSIN puts the power of information at their fingertips,” said Lieutenant Jeffery Trillo of the Scottsdale Police Department.
Top-Notch Support Mission Advocate (MA) support of the Waste Management® Phoenix Open begins months prior with preplanning and site design. About a month out, MAs train key users in the Scottsdale area, providing hands-on experience and point-by-point instructions. During the event, MAs provide troubleshooting and practical tips acquired from their proven successes in the field. They are able to make enhancements to help users get the most out of their HSIN experience.
