 Mary Johnson, the Trauma Unit Director, is about to choose her strategy for creating a capital expenditure funding proposal for the coming year. Mary's unit needs more room. It currently operates at over 90% capacity. Additionally, a prominent trauma surgeon on staff wants to create a new surgery program that would require extensive funding for more space and new state of the art equipment. The surgeon has been campaigning with the hospital board members. 

What should Mary decide to ask for? How should she go about crafting a strategy to justify her request?
