Salton Sea in California has serious pollution problems because of the overflow of pollutants from the New River in Mexico.

Based on the above information, answer the following:

• Who is responsible for controlling the runoff from the New River: the state government or the federal government?
• What is the difference between federal agencies implementing environmental policies and states implementing environmental policies? Debate which is more beneficial and effective.
