Introduction: Roles & Responsibilities State governments supplement local efforts before, during, and after incidents by applying in-state resources first. If a state anticipates that its resources may be exceeded, the governor may request assistance from other states or the Federal Government through a Stafford Act Declaration. In interagency EM, State Governments may use PPPs, EMACs, and the Declaration Process. There are several levels, roles, and responsibilities at the State level including the Governor, State Homeland Security Advisor, and the National Guard. Additioally, there are several obstacles that may inhibit interagency cooperation at the local level, and related consequences of the lack of interagency cooperation on emergency management.
