Introduction: Responsibility of the local government The local governments has the responsibility for responding to natural and manmade incidents that have recognizable geographic boundaries generally begins at the local level with individuals and public officials in the county, parish, city, or town affected by an incident. There are several obstacles that may inhibit interagency cooperation at the local level, and related consequences of the lack of interagency cooperation on emergency management.
