Way back in Chapt 2, we discussed economists playing the role of a scientist versus a policy advisor.  Last week's article was an example of the author citing studies where the researchers were in the scientist's role.  In this week's article, the author is playing the role of a policy advisor.  He argues against a popular form of road expansion - express lanes. What do you think of his point of view - agree or not and why?  What do you think are the best ways to deal with traffic congestion experienced by Atlanta and other major cities and why? Is fairness to all economic groups an important consideration in deciding on how to structure such projects and why?
