2. Phase 0 → Shape: Prevent and prepare
3. Phase 1 → Deter: Crisis deï¬ned
4. Phase 2 → Seize: Assure access and friendly freedom of action
5. Phase 3 → Dominate: Establish dominant force capabilities and achieve full spectrum superiority
6. Phase 4 → Stabilize: Establish security and restore services
7. Phase 5 → Enable Civil authority: Transfer to civil authority / redeploy
