Case Analysis Based Recommendation

Please look at the attached data analysis and come up with a recommendation about how to solve your problem.  

* write up a recommendation to your hypothetical boss that tells her:

1- What you were challenged to accomplish

2 - What steps you have taken so far

3 - What is your recommendation (support this with graphs/tables/etc. from your analysis)

4 - How you will control it (what will you measure, how often, who will do it)

5 - How will you know that you have made progress.
