As we have seen, leaders and states depend upon art and media to communicate their power to the broad population and to other states.

• Can the high cost, in money and lives, be justified in the grand works of art and architecture that were commissioned by “divinely empowered” individuals or totalitarian states?
• Would works of art and architecture as ambitious and grand as some we have seen in this chapter ever have been created without such commissions?
