Let's say that you work as an air traffic controller at a major international airport. One of your colleagues who works close to you, who you know professionally, has alcohol on his breath.  This happens once.   Then, the following week it happens again, this time for several days in a row.  He seems to be doing his job.  But you are concerned.  What, if anything would you do?  What would be the ethical reasoning you would engage in?  What would do, and importantly, why you would do it, if anything?
