NUR 520 – Healthcare Policy and Politics
COURSE DESCRIPTION
Focuses on the impact of healthcare policies, politics, and trends on healthcare delivery and
professional nursing practice, and the concepts of regulatory and quality control as a basis for
promoting higher quality nursing care, in alignment with the QSEN framework. Explores the
implications of healthcare policies for leadership, healthcare finance, education, health
promotion and community-based healthcare delivery efforts, technology integration, and nursing
research. Ethical decision making and cultural competence will be explored within the context
of healthcare policy. Learners will have the opportunity to apply this knowledge in a practice
setting.

COURSE LEARNING OUTCOMES
1) Analyze how healthcare policies are constructed, implemented, evaluated, and revised.
2) Understand the nurse’s role in advocacy and the importance of nurses being engaged in
healthcare policy development, implementation, evaluation, and revision.
3) Analyze the relationship between theories and models (i.e. environmental, cultural,
economic, systems, ethics, etc.) and healthcare policy and politics.
4) Promote nurses as political activists involved in healthcare policy change as a science
and an art to colleagues, educational institutions, and community constituents.
5) Discuss the impact of healthcare policies on various aspects of the nursing role and on
healthcare delivery, including staffing, budgeting/finance, technology/informatics, and
education.
6) Explain the relationship between healthcare policy, politics, health promotion, and
community and public health care delivery and outcomes.

health equity, culturally-competent, and person-centered healthcare delivery.
8) Understand the relationships among research, evidence-based-practice, quality, safety,
and healthcare policy and politics.
9) Discuss the influence of research and evidence-based practice on healthcare-related
law-making at the local, national, and global levels.
10) Analyze the nurse leader’s role as a political activist for individuals, families,
communities, and populations in dynamic healthcare delivery systems.
11) Discuss the influence of internal and external health policies on an organization’s
structure, culture, and outcomes within dynamic healthcare systems.
12) Explain the nurse leader’s role in driving internal and external health policy changes and
serving as change agents to improve patients’ health and healthcare organizational
outcomes.

Clinical Experiences within the MSN Program
Courses within the MSN Program may include clinical experiences (experiential learning), which
are required for successful course completion. Clinical experiences (experiential learning)
enable students to apply new knowledge gleaned from Master’s Level coursework. Students
engaged in these experiential learning opportunities will participate in indirect care experiences
that focus on application of the American Association of Colleges of Nursing (AACN) Master’s
Essentials and/or the Graduate Quality and Safety Education for Nurses (QSEN)
Competencies. These experiences will be offered in an actual or simulated practice setting, and
will involve engaging students in completing assignments that are of an experiential nature.
Clinical experiences (experiential learning) are graded on a “Satisfactory”/ “Unsatisfactory”
basis. A final clinical evaluation grade of “Satisfactory” is required for successful completion of
all courses that include a clinical component, regardless of the grade earned in the didactic
(theory) portion of the course. If a student does not achieve a passing grade in the didactic
(theory) aspect of the course and a “Satisfactory” grade in the clinical component of the course,
the student will receive a final grade of “F” (failing) for the entire course, and will be required to
re-take the course (including both didactic [theory] and clinical aspects of the course), subject to
the program’s re-take policy.
