In Module Four, you explored the legal and ethical standards governing HIE.
In Module Five, you will examine how data is properly extracted to improve
patient outcomes and decrease costs.
Although there are loads of data collected and stored in healthcare, the
amount of accurate information that is derived from these masses of data
can be lacking. When data comes from multiple systems in a variety of
formats and uses different terminologies, it can become difficult to extract
data in a way that is interpretable and usable by providers. The standards
and technologies employed by HIE systems have been developed to
address these issues.
HIEs are built to enable interoperability between systems and to aggregate
and exchange valuable and standard information. Data integration
standards such as Health Level Seven International (HL7) and American
Section of the International Association for Testing Materials (ASTM) may
be combined with the normalization of Continuity of Care Document (CCD)
contents. Additionally, data dictionaries may be employed to house
formalized data and metadata, while terminology and vocabulary standards,
like Systematized Nomenclature of Medicine—Clinical Terms (SNOMED
CT), and classification systems, like ICD-10, may be applied for consistent
interpretation and use of information. These standards also support the
proposed requirements of meaningful use.
HIE systems centralize all the content in a data repository or warehouse.
This repository enables the accessibility and extraction of data from a
central source. The data may be extracted directly, via a query, or through a
consumer-based exchange. The framework of standards, policies, and
technology required to operate all types of HIE are now available.
For your assignments in this module, you will explore data extraction and
integrity of HIE. You will then discuss how data dictionaries and standards
affect data integrity, quality, and security. Additionally, Milestone Two is
due in this module. For this milestone, you will determine the classification
standards, terminologies, and technologies necessary for successful
interoperability and security and describe the content and management of
your data dictionary. As you move through this module, focus on the
foundational elements of standards, policies, and technologies of HIE and
how these may be applied to appropriately retrieve data for improved
patient outcomes.
