The best strategy would be to create a roadmap for the proposed
changes prior to the town hall. Communicate every step and action
as it is occurring. Being able to take the stakeholders on the journey
between every new process proposed will give insight for what will
be the result. If the stakeholders feel they are apart of the change
with some control, they won't be as resistant to accept it. During the
town hall, give a demonstration of how they will be impacted by the
changes. The transparency will address the people dimension of
implementing any form of change.
The stakeholders that should be involved will be those that have the
biggest impact on Health Information Exchange policies. The decision
makers play a role in the changes being accepted or declined.
