Part 1: What is your position on theimpact of performance measurement, budgets, and
accountability on strategic plan implementation?
Adequate budget, team accountability, and availability of performance measurements
lead to a successful project or initiative that achieves its objectives and goals. Performance
measurement is assessing the progress of programs, projects, and initiatives. The process
involves a systematic approach to collecting, analyzing, and evaluating the progress of a
project/program in achieving the intended objectives, goals, and outcomes. The goals and
objectives of the strategic plan are used to determine the success of an initiative, program, or
project. The outcomes from performance measurements are used by many organizations to
improve the areas that do not meet the target goals (Hatry et al., 2005). Therefore, performance
measurement is the evaluation tool for many organizations since using performance
measurement can determine their progress.
Accountability is crucial in strategic planning because it enhances the team's commitment
to the course. The team spearheading strategic planning has to be accountable through reporting
on the project's progress to superiors, increasing the chances of a successful strategic plan.
Strategic budgeting refers to the process of formulating a long-run budget that facilitates the
strategic project or an initiative for a span of more than one year. The budget is crucial in
supporting the long-term vision of the project. The main purpose of a budget is to develop and
facilitate a strategy that supports a long-term vision for the future position of an entity.
According to the Government Accountability Office (2004), "the federal transportation law
requires the existence of metropolitan planning organizations before the funds to facilitate the
transportation gets released to ensure efficiency and utilization of funds."

Strategic planning is when an organization, including a non-governmental organization,
develops its vision and prepares goals and objectives to achieve, giving the organization a purpose.
In strategic planning, the sequence and mechanisms for achieving the goals and objectives are
established to realize the organization's vision. According to Bryson (2018), strategic planning has
various benefits to an organization, including clarifying the future, improving the organization's
performance, building teamwork and expertise, and thinking strategically, among other benefits.
Therefore, strategic planning is crucial in every organization that intends to succeed in its course.
Part 2: What is being said within each of the required readings?
The main theme of the article "How Federal Programs Use Outcome Information
Opportunities for Federal Managers" is how organizational outcomes are utilized in improving an
organization's outcome. The information covered in the article analyzes how federal organizations
rely on outcomes in improving their services to the public, hence achieving their objectives and
goals. According to Hatry et al. (2005), some of the uses of outcome information by federal
agencies include triggering corrective action to where the organization has gone wrong, identifying
and developing their best practices, and motivating and encouraging staff. In addition, outcome
information is also crucial in budgeting and planning, including allocating resources and priorities,
setting targets, and determining grantee funding. The author highlights the different advantages that
the managers of federal programs benefit from when analyzing the program's outcomes. In addition,
the author feels it is essential to share the information because other organizations can benefit from
adopting the same technique in their programs or projects. The author believes that analyzing a
program's outcome information is an essential technique for organizations since it facilitates the
organization's efforts to achieve its goals and objectives.

The main research question GAO addresses in the "Report to the Chairman, Committee on
Government Reform, House of Representatives" is the effective coordination of different programs
and sectors, including federal, state, and local governments within homeland security. "The
American government system is divided into federal, state, and local governments and does not
provide a natural vehicle for dealing with public policy issues from a regional and
multijurisdictional point of view" (Government Accountability Office, 2004). Regional coordination
is, however, difficult due to the competing priorities and the autonomy of local jurisdictions. Key
aspects should be considered when addressing the challenges of regional coordination. Strategic
planning is essential in this project because local municipalities differ in their history of
multijurisdictional cooperation. The GAO's purpose in writing about the coordination of different
programs and sectors is to establish the factors necessary for enhancing the coordination of regional
entities, the entities of federal programs that promote regional emergency alertness, and the strategy
that the regional coordination can apply for emergency alertness in the NCR, incorporation aspects
from other federal programs and metropolitan areas. It is essential to the author because GAO
believes collaboration of the key jurisdictions, including local, state, and federal government, can
lead to the expansion and success of regional coordination.
In the book "Strategic Planning for Public and Nonprofit Organizations," the main topic is
the different aspects involved in strategic planning and their advantages to public and nonprofit
organizations. The strategic planning for these organizations is focused on two perceptions,
including the effectiveness and efficiency of leaders and managers of public and nonprofit
organizations, which is crucial in meeting their mandate, fulfilling the organization's mission,
creating public value, and satisfying their constituents (Bryson, 2018). Therefore, these leaders must
develop a credible and fact-supported foundation for their decisions. The second perception is that

managers of these organizations need supporting structures and organizational processes to solve
challenges faced in achieving desired goals and objectives. Therefore, strategic planning comes in
handy to help these managers and leaders to address the significant challenges in their
organizations. The author's purpose in writing this book is to address numerous essential questions
facing the managers and leaders of public and nonprofit organizations as they cope with the
challenges that face their companies. Therefore, strategic planning is essential to leaders and
managers of nonprofit and public organizations since it helps solve the organization's significant
challenges.
