An annual comprehensive financial report (ACFR) encompasses a set
of financial statements pertaining to a state, municipality or any
other government entity. It complies with the accounting principles
that have been established by the Governmental Accounting
Standards Board (GASB) (Guide To Understanding Annual
Comprehensive Financial Reports (Acfrs). texas.gov, 2021). An ACFR
has three distinctive sections including introductory, financial as well
as statistical. The introductory section guides the readers through
the specific report. The financial section highlights the entity’s
financial statements along with notes to the statements and the
independent auditors’ report. The statistical section gives additional
statistical and financial information and captures financial trends. It
helps the readers to get a detailed insight into the activities of the
government body. The information captured in an ACFR is very
detailed since it is prepared for government entities. On the other
hand, the information captured in a corporate report mainly involves
the basic financial statements of an organization. As these reports
cater to the needs of diverse stakeholders such as the management,
investors, creditors and analysts, the information is tailored as per
their needs. The objective is to ensure that the information that is
made available to the vast audience makes sense and they can
understand the financial health and performance from the

The information that is presented in the annual comprehensive
financial report is starkly different from the information that is
captured in the corporate report. One of the main reasons is that the
audience of the respective reports varies. While an ACFR is prepared
for government entities that may require data and information at a
deeper level, the corporate report is prepared for a broad audience
starting from the management to investors. A corporate report only
contains information that may be of relevance and value to the
intended audience. On the other hand, the details captured in an
ACFR are integrated as they give a complete picture of the activities
as well as the financial aspects of a government entity. ACFR
encompasses a broad variety of information that can enable the
reader to properly comprehend the basic statements. The
fundamental objective of the report is to make sure that the target
audience is better informed about the activities and tasks that ate
being carried out by the government and the implications that arise
in financial terms. The details that are presented in an ACFR report
