Introduction
3
Economic Development Plan
Greenville is in the eastern area of North Carolina and is an important economic center
with a rich history and strong community ties. East Carolina University and the ECU Health
Center greatly impact the city's economic structure by playing a key role in job generation and
community development. Greenville faces significant issues such as a housing crisis, income
inequality, and declining job growth rates. The healthcare and education sectors are crucial
cornerstones for the city's economic strength. Excessive dependence on these industries could
make the economy vulnerable to swings within those areas.
An examination of the city's employment growth data shows a decline in specific
industries, highlighting the need for a plan focused on economic diversification. The existing
wealth disparity worsens obstacles to obtaining crucial resources and social connections,
especially as rental costs and property prices rise faster than wage growth. Greenville has the
potential for a strong turnaround despite facing these obstacles. Confronting and navigating
through these issues is crucial to guiding the city toward continuous development and improving
the living standards of its residents.
Current Economic Situation
Greenville has recently experienced substantial economic changes. The city's economic
structure consists of a combination of opportunities and challenges, including employment
growth, income inequalities, and the availability of cheap housing options. Established in 1774,
Greenville is approaching its 250th anniversary in 2024, a significant milestone (Bletchworth,
2024). This study examines the demographic patterns, economic changes, and educational
accomplishments in Greenville, offering an overview of its current socio-economic environment.
In 2022, Greenville had a population of 89,233 people living in a 37-square-mile area,
resulting in a moderate population density. The median household income is $47,485, reflecting
4
Economic Development Plan
the economic challenges experienced by a significant portion of the population, as indicated by a
poverty rate of 25.2%. Statistics show that 93.3% of adults aged 25 and older have finished high
school, while 39.3% have obtained a bachelor's degree or above. This demonstrates a strong
dedication to higher education in the community (United States Census Bureau QuickFacts,
2024).
The healthcare and education industries, particularly East Carolina University and ECU
Health, play a crucial role in driving the local economy and maintaining community stability.
There is increasing worry about a possible slowdown in job growth in these industries, which
could affect the city's economic ability to recover from difficulties. Moreover, income disparity
and limited job opportunities make it harder for many families to cover essential living costs, a
problem worsened by unequal income distribution.
The rise in homelessness is attributed to the scarcity of affordable housing due to
increasing property values and rental prices (Livingson, 2022). Greenville has significant
potential for economic growth and progress due to its advantageous geographical location and
efforts to revitalize the downtown area and improve infrastructure. City officials are now
developing measures to tackle the main economic concerns, with a focus on providing affordable
housing and implementing workforce development initiatives. These endeavors are crucial for
creating a fair and enduring economic structure for all inhabitants of Greenville.
Governmental Atmosphere
Greenville, North Carolina prioritizes promoting community involvement and
cooperation. The local administration collaborates closely with its inhabitants to effectively
address their needs and issues. This governance method is defined by a dedication to
accountability, demonstrated by holding regular public meetings and maintaining open
5
Economic Development Plan
communication channels, including the city's official website. The city administration prioritizes
inclusivity and diversity by involving a wide range of partners to address the diverse needs of
Greenville's population. This strategy highlights the city's commitment to establishing a unified
and adaptable community environment.
Model of Government
Greenville has functioned under the council-manager form of government since 1953.
The city council is responsible for setting rules and selecting a city manager to supervise daily
administrative tasks. This governance approach separates political decision-making from
administrative functions, allowing municipal managers to focus on providing efficient services
without political intervention (Leigh & Blakely, 2016). The council-manager system improves
accountability, encourages more citizen participation, and boosts the overall effectiveness of
local governance. This highlights its crucial function in enabling adaptable and responsible local
governance (Burnett & Prentice, 2018).
SWOT Analysis
A SWOT analysis is an essential tool in strategic planning for Greenville, a burgeoning
metropolitan center in Eastern North Carolina. This strategy assists city authorities in
recognizing opportunities and areas for enhancement by utilizing Greenville's inherent strengths
and tackling existing difficulties. Officials can make informed decisions that benefit the
community by examining strengths, weaknesses, opportunities, and threats. This method
emphasizes allocating resources strategically and shaping policies to stimulate economic growth
and enhance overall well-being. Leigh and Blakely (2016) suggest that by involving stakeholders
and community members in the planning process, priorities and goals can be aligned with local
needs, promoting a sense of ownership and commitment to Greenville's future.

Varied Economic Landscape
7
Economic Development Plan
Greenville's economy is flourishing thanks to its many industries such as healthcare,
education, biotechnology, and transportation infrastructure. The partnership between East
Carolina University and the North Carolina Biotechnology Center has greatly enhanced
biotechnology research and innovation (Getz, 2023). Greenville prospers because of its strategic
location and efficient transportation network, which facilitate economic growth. Establishing
strategic partnerships for workforce development is propelling Greenville toward becoming a
center of innovation and economic expansion.
The city's economic strength comes from its many industrial sectors, including as
pharmaceutical manufacturing, life sciences, and biotechnology. Thermo Fisher's $154 million
investment in Pitt County has resulted in the creation of 290 jobs in the expanding life sciences
industry (Monaghan, 2021). Diversification promotes job creation and mitigates the impact of
industry downturns. Collaborations between local organizations and state agencies are crucial for
enhancing worker competencies, fostering innovation, and bolstering Greenville's economic
development (Getz, 2023).
Strategic Location
Greenville plays a vital role as a regional hub in Eastern North Carolina because of its
strategic location in the heart of the Atlantic and its outstanding transportation infrastructure. The
transportation infrastructure, including highways, airports, and rail services, improves corporate
connectivity, and attracts important industries, promoting the growth and advancement of the
region's commercial sector (Location & Infrastructure | Greenville ENC Alliance). Greenville's
advantageous location makes it an appealing choice for companies looking to establish
distribution or manufacturing plants. The city's close distance to major ports along the Atlantic
8
Economic Development Plan
coast also helps in the efficient movement of goods and resources. These characteristics have
made Greenville a substantial contributor to the economic growth of Eastern North Carolina.
Weaknesses
Transportation Infrastructure
Greenville has had substantial economic development but is struggling with its
transportation infrastructure, leading to increased traffic congestion caused by the growth of
people and businesses. Implementing efficient transportation management strategies is essential
for minimizing traffic congestion, particularly in emergencies. Purtie (2019) emphasizes the
difficulties that come with the growing adoption of automated cars in urban transportation.
Thorough planning and competent administration are crucial for addressing anticipated and
unforeseen traffic problems.
Flooding
Greenville is susceptible to floods because of inadequate drainage, intense rainfall, and
geographical conditions, emphasizing the necessity for immediate infrastructure improvements
(Cardwell & Konrad, 2022). The Economic Development Administration has made substantial
expenditures in flood protection measures, including berms and pumping stations, significantly
enhancing the city's resilience. Tompkins (2018) emphasizes the importance of improving
Greenville's flood barriers to safeguard its economy and environment.

position in the flourishing ecosystem. Greenville's status as a center for industry and innovation
remains appealing to firms seeking to benefit from the state's economic advantages. Greenville is
well-positioned for sustained growth and prosperity in the future due to its proficient workforce
and financial resources.
Threats
Natural Disasters
Hurricanes and flooding pose significant risks to the city's economic and social welfare
by affecting property integrity, economic development, and resident well-being. Severe weather
occurrences often result in substantial financial losses, infrastructure destruction, and community
displacement. Greenville's economic vulnerabilities are exacerbated by the lasting effects on
local companies and the tourism industry. Hurricane Matthew in 2016 had a substantial influence
10
Economic Development Plan
on tourism, unemployment rates, and the demographic structure of the community (Cardwell &
Konrad, 2022). The persistent obstacles underscore the significance of robust recovery
procedures and external support systems.
"Brain Drain”
Greenville is facing the problem of "brain drain," as young professionals and grads are
moving to bigger cities. This trend is caused by limited work options, restricted advanced
educational and professional development prospects, and the appeal of vibrant urban
environments. A lack of skills in crucial industries including technology, healthcare, and
construction is affecting local economic growth and the sustainability of the workforce (Atwell et
al., 2021). The shortage of skilled workers worsens expertise disparities, impacting economic
growth and labor market stability (Leigh & Blakely, 2016). Brain drain impedes innovation and
competitiveness in local industries when skilled individuals pursue superior possibilities abroad.
Policymakers and local stakeholders need to collaborate to establish a supportive climate for
professional advancement and development in the community.
Socioeconomic Disparities
The COVID-19 pandemic has had a substantial impact on the worldwide economy,
leading to disturbances in supply chains and demand. Continuous policy support and novel
tactics are necessary to tackle these difficulties. The pandemic emphasized socioeconomic
disparities and employment concerns, exposing structural inequities and labor market issues
(Qureshi, 2021). Marginalized groups such as women and single parents are most affected by the
burden on the healthcare system. Women and single parents are disproportionately affected by
the shift to remote schooling and childcare responsibilities, which is constraining their ability to
participate in the workforce. Policymakers should prioritize strategies that support workers and
11
Economic Development Plan
encourage equal opportunities to foster a robust and inclusive economic recovery (Leigh &
Blakely, 2016).
Illegal Drug Challenges
The city is facing economic and social issues due to the increase in illicit possession of
fentanyl and the contamination of cocaine with fentanyl. Synthetic opioids are appealing to drug
traffickers due to their cost-efficiency and strength, posing significant threats to public health and
safety (Lawson, 2022). In 2007, drug use had a substantial economic impact of $193 billion,
impacting productivity, healthcare, and criminal justice expenses. Drug usage in both employed
and unemployed individuals hinders the city's attempts to tackle substance misuse and its effects
on the workforce and economy (Hansen et al., 2011). Drug use in employment contributes to
absenteeism, reduced productivity, and workplace accidents, worsening the economic impact.
Policymakers must execute comprehensive measures that target both the supply and demand
aspects of drug usage to reduce its impact on society.
Policy and Legal Issues
Greenville, North Carolina features a vibrant cultural environment and a robust
community spirit. However, this town, along with many others in the United States, is facing
multiple regulatory and legal difficulties that require careful assessment and strategic planning.
Primary concerns encompass zoning restrictions, environmental policies, and public safety
measures. Greenville is dedicated to sustaining and enhancing its expansion to provide a
hospitable and flourishing city for both residents and tourists. To achieve long-term sustainability
for the city, it is essential to balance economic expansion with environmental conservation as the
population increases. Greenville can flourish as a diverse and inclusive town by actively tackling
these obstacles.
12
Economic Development Plan
Elevated Crime Rates and Community Safety
Recent statistics show a significant increase in violent crime in Greenville, especially in
downtown areas and around important roads, exceeding the national average crime rate by
41.8%. According to Areavibes (2023) data, there has been a 17.8% increase in crime rates
compared to the previous year. Violent crimes have increased by 9.5%, while property crimes
have surged by 19.6%. Police Chief Ted Sauls presented to the Greenville City Council,
emphasizing a significant uptick in offenses, namely severe crimes such as homicide, rape,
robbery, and aggravated assault, indicating a five percent increase over the previous year. Vehicle
thefts have a major role in the rise of property crimes. Focused law enforcement measures are
necessary for locations with heightened criminal activity to successfully tackle these concerns, as
indicated by the statistics (Hinson, 2023).
Socioeconomic disparities are strongly linked to crime rates, indicating that financial
struggles may drive individuals to engage in criminal activities to fulfill their basic needs. The
rise in crime rates is worrying people and local authorities, leading to debates on possible
methods to tackle the problem. Certain residents have conveyed apprehension regarding their
safety, particularly in regions with elevated crime rates. Local authorities are developing ways to
decrease crime and enhance safety by enhancing police presence and establishing community
outreach activities. The community must unite to tackle the underlying reasons for crime and
strive to establish a safer environment for all Greenville residents.
Housing Discrimination and Affordability
Livingston (2022) points out legal barriers in Greenville's housing sector, including
discriminatory practices that restrict access based on race or economic status, as well as
legislative challenges. The limits contribute to systemic disparities and impede efforts to offer
13
Economic Development Plan
affordable housing options to all citizens. Addressing these legal and legislative obstacles is
essential for improving housing fairness in Greenville. The city's officials endorse more stringent
anti-discrimination legislation and efforts to improve the availability of affordable housing. To
ensure equitable housing access and opportunities for all Greenville residents, these barriers must
be tackled.
Environmental Protection
Environmental concerns related to living near industrial areas and busy roads, leading to
air pollution and its accompanying risks, are a significant focus in legislative and legal
discussions in Greenville. Additionally, Greenville's proximity to bodies of water increases the
risk of water pollution due to agricultural runoff and industrial activities. Local authorities must
rigorously implement legislation and monitoring processes to safeguard public health and the
environment. It is crucial to address these environmental concerns to protect both human health
and the local ecosystem (Franzke, 2021). Greenville can create a cleaner and healthier
environment for present and future generations by taking proactive steps. Achieving this goal
requires cooperation among government entities, corporations, and citizens (Leigh & Blakely,
2016).
Possible Solutions
Greenville's advancements in addressing its diverse difficulties showcase the
complexities of urban governance and growth. Cooperation from all relevant parties is necessary
to directly address these difficulties. Promoting a sustainable and inclusive route for the city's
future is essential. This initiative requires cooperation among several community sectors,
including government agencies, private sector partners, civil society organizations, and citizens
(Leigh & Blakely, 2016). Greenville can overcome its current issues and build a solid basis for
14
Economic Development Plan
long-term prosperity and togetherness by adopting a comprehensive and detailed strategy
(McDonald, 2016).
Transportation Infrastructure
An extensive strategy is needed to improve urban mobility and reduce dependence on
private vehicles. The approach should focus on creating a reliable, consistent, and affordable
public transportation system that serves the entire city. Expand bus services and modify
operational hours to improve coverage and frequency during peak periods. Funding is granted for
dedicated bus lanes and light rail systems to improve transportation speed (Purtie, 2019).
Implementing modern traffic management solutions is essential. Improve traffic flow and
reduce congestion by utilizing data analytics and IoT sensors (Purtie, 2019). The features include
adaptive traffic signal control systems that adjust lights according to current traffic conditions
and congestion charges in busy locations to discourage travel during peak times and encourage
alternative scheduling. The policy seeks to encourage non-motorized transportation by increasing
the number of bike lanes and pedestrian paths to improve safety and accessibility. It is crucial to
establish bike-sharing programs and encourage walking and cycling to work to create a
sustainable and effective urban transportation system (Purtie, 2019).
Flood Defense
Promptly enhancing drainage and flood defense systems is essential to mitigate the
impacts of heavy rainfall and effectively manage surplus water (Tompkins, 2018). Substantial
funds must be allocated to improve the existing stormwater management system and construct
additional retention basins. Building levees and floodwalls in flood-prone regions aims to
safeguard susceptible communities. Integrating green infrastructure into urban development
provides an innovative approach to reducing flood threats. Utilizing green roofs, rain gardens,
15
Economic Development Plan
and permeable pavements aids in rainwater absorption, leading to a decrease in runoff and its
associated problems. Enforcing zoning restrictions to limit construction in flood-prone regions
and preserving natural floodplains are deliberate measures to decrease potential flood hazards
and encourage a sustainable interaction with natural water systems.
It is essential to increase public awareness and readiness regarding flood threats,
highlighting the need for community involvement in mitigating flood risk. Efforts should involve
arranging training seminars and simulation exercises on flood preparedness and evacuation
procedures to ready communities for flood emergencies (Jahn, 2015). Implementing a
community-wide alert system is essential for giving early warnings and facilitating effective
responses to reduce flood damage.
The General Assembly of North Carolina has approved a one-time allocation of
$10,000,000 for the fiscal year 2023-2024. This allocation aims to align with the money
provided by the City of Greenville. The budgeted monies are specifically targeted for repairing
and replacing the bulkhead at Greenville Town Common. This strategic initiative is intended to
enhance the City's resilience to flooding, mitigate potential hazards, and protect the welfare of its
inhabitants. This effort showcases a proactive strategy to improve urban infrastructure and
mitigate disaster risks. The importance of collaborative financial contributions from state and
municipal governments to address critical environmental challenges is emphasized.
Natural Disasters
Advancing and integrating state-of-the-art meteorological technologies is crucial for
improving the precision of storm forecasts and ensuring timely alerts for residents (Jahn, 2015).
Collaborating with national meteorological services to incorporate real-time data and
sophisticated predictive models is essential for enhancing the precision of hurricane track
16
Economic Development Plan
forecasts and their projected consequences. Implementing localized early warning systems
through mobile technology is a significant advancement in informing inhabitants about
approaching hurricanes, providing them with the time to prepare or escape.
Improving building codes and construction techniques is essential for minimizing
hurricane damage. New constructions must meet criteria to endure hurricanes, including the use
of wind-resistant materials and raising buildings in flood-prone areas. Promoting the upgrading
of existing structures is crucial for improving safety and reducing vulnerability to hurricane
impacts (Tompkins, 2018).
Thorough measures are being established to boost community resilience and hasten the
post-hurricane recovery process, acknowledging the importance of surviving hurricanes and
recovering quickly from them. Strategies include establishing community resilience centers
equipped with essential tools and knowledge to support individuals both before and after
disasters (Franzke, 2021). Having a thorough recovery strategy is essential to assist affected
residents and promptly return to normalcy following a catastrophe (Leigh & Blakely, 2016). The
approach should involve deploying fast-reaction teams, delivering temporary accommodation,
and providing access to financial support programs (Jahn, 2015).
Professional Development
Local leaders focus on enhancing education and professional growth by forming robust
collaborations with educational institutions (Leigh & Blakely, 2016). Customized local
educational and training programs are designed to match the specific demands of the local
economy, ensuring students acquire in-demand skills. Internship and apprenticeship programs, in
partnership with local businesses, offer students practical experience and defined career
17
Economic Development Plan
trajectories (Wroth et al., 2022). Businesses are advised to invest in employee training and
development to improve the skill set of the local workforce (Atwell et al., 2021).
Diversifying the local economy and generating employment are essential for fostering
sustainable economic growth. Supporting developing companies and startups is essential, as well
as increasing employment prospects in the community (Wroth et al., 2022). Providing financial
support and tax advantages to startups and small businesses in rapidly expanding industries, as
well as supporting technology parks and business incubators, promotes innovation, attracts high-
tech companies, and cultivates a dynamic, competitive economic landscape (McDonald, 2016).
Investing in Culture
Substantial expenditures are needed to enhance the quality of life in Greenville,
especially to appeal to young professionals. Leaders should prioritize the development of cultural
and entertainment areas that include affordable housing, artistic facilities, and vibrant social
spaces. Improving public spaces, parks, and recreational facilities is essential for encouraging
community involvement and cultivating healthy lives. Greenville is establishing itself as a
community that provides economic prospects and a superior standard of living to draw in and
keep a proficient workforce.
Quinn (2020) emphasizes the substantial impact of arts and culture on urban economies
and their role in attracting tourists and visitors to local communities. Collaboration among public
officials, creatives, and industry leaders is essential to provide continuous support and
acknowledgment for cultural and artistic projects. This collaboration can enhance the quality of
life, increase community pride, and stimulate economic growth by drawing in more tourists and
involving residents. Highlighting the arts may assist communities in exploring new paths for
growth, innovation, and global appeal.
18
Economic Development Plan
Several cities have intentionally allocated resources to festivals as a crucial component of
their marketing and urban revitalization initiatives. Urban festivals are a significant aspect of a
broader trend that incorporates arts into urban rehabilitation initiatives (Quinn, 2020). The
nonprofit arts and culture industry in the United States contributed $151.7 billion in economic
activity in 2022. The total amount comprises $73.3 billion spent by arts and cultural
organizations and an additional $78.4 billion spent by their patrons for events. The industry
provided substantial support for more than 2.6 million jobs and added $101 billion in personal
income to local, state, and federal governments (McClimon, 2023).
Substance Abuse
Thorough prevention measures focusing on education, early intervention, and support
services are necessary for effectively combating substance misuse in the community.
Collaboration among educational institutions, healthcare providers, and community
organizations is essential for raising knowledge about the risks of drug use. Improving
counseling and support services is key for offering necessary help and direction to individuals
and families affected by substance misuse, acting as a crucial resource during challenging
periods (Hansen et al., 2011).
Improving law enforcement and regulatory frameworks is crucial to decreasing the
distribution of illegal narcotics, especially synthetic opioids like fentanyl, and should be
accompanied by a focus on preventative initiatives. Enhancing law enforcement training on
drug-related offenses and the proper management of synthetic opioids is essential. It is essential
to improve cooperation with federal agencies to dismantle illegal drug trafficking networks and
reduce their negative effects on communities (Lawson, 2022).
19
Economic Development Plan
Enhancing the availability of treatment and rehabilitation programs for those with
substance misuse is crucial. This expansion entails augmenting financial resources for substance
misuse treatment programs, such as medication-assisted therapy and counseling services, to cater
to the varied requirements of persons grappling with addiction (Hansen et al., 2011). It is
essential to create community rehabilitation programs that offer resources like vocational training
and housing support to help persons reintegrate into society and continue their recovery (Jason et
al., 2021).
Housing Affordability
Updating zoning legislation and land use policies is essential to promote sustainable
growth, enhance housing affordability, and mitigate environmental threats. Applying mixed-use
zoning principles encourages varied development initiatives, reducing the necessity for lengthy
commutes and fostering a more sustainable urban environment (Leigh & Blakely, 2016).
Emphasizing the maintenance of green spaces and environmentally sensitive areas through
careful land use planning ensures the safeguarding of natural ecosystems and promotes
environmental conservation goals (McDonald, 2016).
Collaboration with private builders is necessary to address the chronic housing issue in
Greenville and promote affordable building initiatives. The partnership between the Greenville
City Council and a local builder to provide new, inexpensive homes shows progress, but further
actions are required to address the growing need for affordable housing (Livingston, 2022).
Greenville may make substantial strides in tackling the housing shortage by enhancing
collaborations with private builders and investigating creative alternatives. City Council
members should prioritize lobbying for policies that support affordable housing and offer
20
Economic Development Plan
opportunities for lower-income citizens to secure stable, affordable homes. This will greatly
assist in meeting the housing requirements of the entire community (Livingston, 2022).
Enhancing Public Safety
Enhancing public safety and discouraging criminal behavior can be achieved through a
comprehensive strategy. Pridmore et al. (2018) stress the significance of improving community
policing programs to bolster the connection between law enforcement and the communities they
serve, fostering trust and cooperation. Proactive addressing of safety issues can be achieved
through the implementation of crime prevention measures such as neighborhood watch programs
and youth involvement activities. Investing in public safety infrastructure improves the
efficiency of comprehensive safety programs (Leigh & Blakely, 2016).
Protecting the Environment
An essential approach to addressing environmental issues in Greenville, North Carolina is
implementing a comprehensive strategy that emphasizes community involvement, sustainable
methods, and advanced technologies (Leigh & Blakely, 2016). Advocating for renewable energy
sources can decrease reliance on fossil fuels and decrease greenhouse gas emissions.
Implementing city-wide recycling programs and promoting participation among local businesses
and individuals can lead to a substantial reduction in waste.
Enhancing parks and green spaces via urban greening initiatives enhances air quality and
provides residents with recreational areas, fostering a stronger connection with the environment
(McDonald, 2016). Supporting water conservation initiatives and improving infrastructure to
control stormwater runoff helps safeguard local water bodies from contamination. Roscoe et al.
(2019) suggest that leaders can empower the community to participate in sustainability efforts by
offering educational programs and workshops on environmental stewardship. Effective
21
Economic Development Plan
collaboration among local governments, corporations, and non-profit organizations is crucial for
addressing environmental concerns in Greenville.
Conclusion
Greenville, a significant economic center in North Carolina, depends on healthcare,
education, and biotechnology. The city faces potential declines in job availability and economic
disparities resulting from shifts in demographics, income disparities, and housing affordability
