Public administration and private management share similarities but also have distinct
differences. These differences are especially notable in areas like policy setting, Human Resources,
and decision-making. Public administration is characterized by numerous regulations, whereas
private management enjoys more flexibility across all areas.

Public Administration VS Private Management
Introduction
Public administration and private managers are district realms that operate under different
principles, objects and constraints. Understanding these differences is important for public
administrators to successfully navigate their roles and responsibilities to best serve the public.
For public sector employees, being in a secure job and being able to grow and develop in that job
has a stronger positive effect on effort than for private sector employees, reflecting that public
sector employees value the opportunity to contribute to organizational goals that they find
important. (Triest, S. (2024).
Background
Public administration focuses on implementing government policy, managing public
programs, and how to best serve the public. Public sector employment is typically characterized as
being labor intensive, as the performance of public sector workers is critical to the delivery of
services. (Knies, E., Boselie, P., Gould-Williams, J., & Vandenabeele, W. 2018). On the flip side,
private management is driven by profit motives and goal is to maximize company value. The
differences in goals, operational environments, and accountability impact various aspects of
management, including decision-making, human resource management, and organizational
structure. The different structural contexts of public and private sector firms frame the specific
organizational work environment. (Sardana, D., Gupta, N., Zhu, Y., Parida, S., Garg, S., &

Importance
Public administration involves a long complex decision-making process that requires
balancing the interests of multiple groups and Elected Officials, ensuring transparency to everyone

involved, and adhering to policies and regulations set forth. Private management allows for more
flexible and quicker decision-making, that typically involves less people and rules.

concerned with meeting their staffing needs, motivating subordinates, obtaining financing, and
otherwise conducting their operations so as to promote the survival and maximum impact of their

By enhancing flexibility in Public Sector Decision-Making, allows for regulatory processes
to be more flexible in decision making, without breaking any roles and keeping things running
smoothly. This encourages collaborative decision making involves various groups to balance
interest effectively.
Once Human Resource practice that would help motivate employees would be introducing
performance based incentives and rewards. Implementing continuous professional development
programs to enhance public sector workforce skills and productivity. It also recommends the
organizations to adopt the best possible strategies for uplifting employees’ psychological
engagement to utilize their full potentials. (Hussain, M., & Mubarik, S. (2021).
With the way things have changed over the last 5 years, it is important to balance the
classical and modern organization structures. One thing almost everyone wants now a days is the
ability to work from home. Adopting a hybrid approach that allows employees to work from home
and in office would be more appealing to the majority of people.
Recommendations
A holistic approach that incorporates elements from both public administration and private
management can address the unique challenges faced by public administrators. By enhancing
flexibility in decision-making, adopting innovative human resource practices, and balancing
classical and modern organizational structures, public administrators can improve efficiency,
responsiveness, and public service delivery while maintaining accountability and transparency.
