I hope you are doing well. Your work is very interesting, and I agree with you that “Looking at
the big picture, the all-hazard approach would help all agencies involved with the disaster event
coordinate, communicate and increase the communities’ capabilities regardless of the area and
level of government”. The approach is seen as very effective for managing various risks and
hazards faced by many communities. Now in the US federal, state, and local institutions are
mandated to adopt the approach outlined in the National Response Framework as a basis for
emergency management to help with mitigation, planning, preparing, and responding to various
hazards that occur in many communities and this involves coordination among agencies.
Gregory (2015) opines that the all-hazard approach is seen as cost-effective in terms of time and
money and this is because the approach makes use of coordination among all organizations that
are involved in the emergency management cycle. When agencies coordinate during emergency
management, resources can be channeled through the right means and can get to the right
destinations no matter the location which also prevents time and resources from going to waste.
Again, to prevent the situation whereby each agency will take the time to plan its way of
emergency management, all agencies whether federal, state, or local can merge resources and
make use of a common plan rather than each organization having to bear the cost to train its
personnel the cost can be shared among all agencies in the process (Gregory. 2015).
Though the all-hazard approach has many benefits, it does come with consequences when using
it to tackle the issue of terrorism even though terrorism is also a hazard. The unpredictability of
terrorism makes it very difficult to implement the all-hazard plan (Gregory, 2015)
Luke (21: 11) says "There will be great earthquakes, and in various places famines and
pestilences. And there will be terrors and great signs from heaven”. This bible verse is a
forewarning and the unpredictability of emergencies that will befall mankind. I believe having a
reliable plan to tackle all emergencies is crucial.
